The Bonddad Blog: The Beige Book Summary

The Federal Reserve released the Beige Book this week.? Below is the summary of its findings.? It provides a great, near real time "you are here" explanation of the where the US economy is.

Reports from the twelve Federal Reserve Districts suggest economic activity continued to expand gradually in July and early August across most regions and sectors. Six Districts indicated the local economy continued to expand at a modest pace and another three cited moderate growth; among the latter, Chicago noted that the pace of growth had slowed from the prior period. The Philadelphia and Richmond Districts reported slow growth in most sectors and declines in manufacturing, while Boston cited mixed reports from business contacts and some slowdown since the previous report.

Most Districts indicated that retail activity, including auto sales, had increased since the last Beige Book report, although Cleveland, Chicago, St. Louis, Dallas, and San Francisco noted the retail improvements were small. Atlanta said that retail growth had slowed, while Philadelphia indicated growth in retail sales was somewhat faster than in the previous report. Boston, New York, Richmond, Atlanta, Minneapolis, and San Francisco recorded strong performance in tourism. Many Districts reported some softening in manufacturing, either a slowdown in the rate of growth or a decline in the level of sales, output, or orders; among those with declining shipments and orders, Philadelphia noted that the rate of decline was tempering.

Districts mentioning nonfinancial services noted increased activity, although at a slowing pace in Boston, softening in New York, and "flattening" in Philadelphia; Kansas City reported that sales of high-tech services declined slightly. Several Districts cited declining demand for staffing services. According to District reports, bankers in New York, Philadelphia, Cleveland, Atlanta, Chicago, and Kansas City saw increases in demand for most loan types in recent months; by contrast, St. Louis, Dallas, and San Francisco indicated that loan demand was mixed, softening, or slightly weaker.

Real estate markets were generally said to be improving. On the residential side, all 12 Districts cited increases in home sales, home prices, or housing construction. Reports on commercial real estate markets were also generally positive, although San Francisco noted stable demand, Boston indicated conditions were not much changed since the last report, and Richmond, Chicago, and St. Louis said commercial real estate conditions were mixed.

District reports indicated that energy and mining activity was generally high and increasing. However, Cleveland noted softening demand for coal, while Minneapolis and Kansas City had some energy sectors up and some down. The Midwest drought has reduced actual and expected farm output, especially cotton, soybean, and/or corn crops in the Chicago, Kansas City, and St. Louis Districts.
Most Districts reported that the selling prices of manufacturing and retail products were largely stable. By exception, several Districts noted concerns about rising agricultural commodity prices, and Richmond mentioned a small uptick in retail prices. Hiring was said to be modest across the Districts, and wage pressures were characterized as contained.

Consumer Spending and Tourism

Most Districts reported that retail spending in July and early August was up compared with the previous Beige Book. New York and San Francisco noted strengthening sales compared with a softer May and June, although in San Francisco's case, the rise was only "a bit further." Philadelphia, Richmond, Minneapolis, and Kansas City reported stronger retail sales, while Cleveland, Chicago, St. Louis, and Dallas all said that sales were up "slightly." In the Atlanta District, most retail contacts reported slower sales, while Boston's retail contacts provided a mixed assessment. The Atlanta and San Francisco reports noted that discount retailers performed better than traditional department stores, while the Chicago report attributed the pace of growth in consumer spending to heavy discounting by retailers clearing space for back-to-school items. Boston and Chicago reported continuing weakness in furniture sales; Boston also reported weak sales of electronics, but Chicago noted some improvement in this category. Adult clothing sold well in Boston, Chicago, and Dallas. The Atlanta District said that luxury goods merchants, while still largely positive, provided more mixed reports compared with earlier this year; Kansas City cited weaker sales for high-end jewelry. For the remainder of 2012, Boston retailers have mixed sales expectations, Philadelphia retailers are cautiously optimistic, and those in Atlanta are conservative; retail contacts in Minneapolis, Kansas City, and Dallas expect sales to rise through the end of the year.

Automobile sales are up in the New York, Philadelphia, Atlanta, St. Louis, Minneapolis, and Kansas City Districts, flat in Cleveland, Chicago, and Dallas, and a bit slower paced in Richmond and San Francisco; nonetheless, vehicle demand in the latter two Districts is still strong, especially for used cars. The New York District reported that new car sales are "particularly robust" and Kansas City cited a sharp increase in new vehicle sales. Atlanta, St. Louis, and Kansas City indicated that car dealers in their Districts expected these strong automobile sales to continue, while the Philadelphia and Dallas Districts reported concerns that consumer uncertainty might depress vehicle sales in coming months.

Respondents in the Boston, New York, Richmond, Atlanta, Minneapolis, and San Francisco Districts reported that tourist industry performance remains strong. The Atlanta District mentioned that Florida contacts reported a drop in European travelers, but said this decline was offset by an increase in business from Central and South America. Contacts in Boston noted some concern that weakness in Europe could soften tourist activity and that rising gas prices could affect leisure travel. The San Francisco District reported that the pace of growth had slowed in Las Vegas and other areas.

Manufacturing and Related Services

The picture in manufacturing was mixed. The Boston, Chicago, Kansas City and San Francisco Districts reported increasing demand and sales since the previous Beige Book, although the improvement was generally small and uneven, with two of these four Districts reporting that demand growth, while positive, was slowing. Six Districts reported that demand for manufactured goods was actually falling, although none reported a dramatic fall. The outlook was somewhat more positive, with six Districts reporting that manufacturers expected increasing demand and only two reporting the opposite.

Areas of strength were varied. The Cleveland and Philadelphia Districts both pointed to the revolution in natural gas production in the United States as a driver of demand, but the Chicago District said that a contact blamed cheap natural gas for weakness in demand for coal. Several Districts noted that improvements in residential construction boosted demand for products such as lumber, PVC, cement, and home goods. The Chicago and Philadelphia Districts said that auto production was positive, but Richmond said the opposite.

Weakness overseas remains a problem for U.S. manufacturing. Reports from the Boston, Atlanta, and Chicago Districts explicitly mentioned it. Although Europe represented one notable problem, several Districts also mentioned weakness in demand in Asia as an issue. In general, District reports indicate that the cost and availability of raw materials has not been an issue for manufacturers recently, especially as compared with the situation in previous years. Four Districts
reported lower input costs, but contacts in New York reported a slight increase.
On the employment front, there was little movement. Across all Districts, few manufacturing firms reported any major hiring or layoffs, and the ones that did usually attributed it to idiosyncratic factors like new products or restructuring related to a merger. The Cleveland District reported that firms continued to have trouble finding skilled workers. Capital spending also showed little change; in addition, several Districts reported that contacted manufacturers had not revised their investment plans.

Nonfinancial Services

Activity in nonfinancial services generally picked up since the previous report, although results were mixed across Districts and service industries. New York and Philadelphia reported that overall service-sector activity was flat to down slightly, whereas Minneapolis and San Francisco noted expanding activity. Several Districts, including Boston, Richmond, and San Francisco, reported steady to increasing demand for information technology services; Kansas City, by contrast, cited decreased sales at high-tech services firms. Reports from the healthcare sector were also somewhat mixed, with Philadelphia and St. Louis reporting positive results and San Francisco noting a drop in the frequency of elective procedures. Advertisers in the Philadelphia and San Francisco Districts continued to report strong revenues. In the Dallas District, legal firms reported continued increases in demand for services, while accounting firms cited seasonal slowness. Demand for staffing services was generally lower than expected, with decreases reported by Boston, New York, Richmond, and Dallas. Even so, demand remained strong for highly skilled IT personnel in the Boston and Richmond Districts.

Reports on transportation services were generally positive. Rail contacts reported continued increases in intermodal shipments in the Atlanta District and increased cargo volumes in the Dallas District, with both Districts recognizing gains in lumber shipments. Atlanta and Dallas also reported steady to increasing demand for trucking services, whereas logistics firms and carriers in the Philadelphia District reported a relatively sluggish start to the traditional "freight season."

Banking and Financial Services

Credit conditions have improved over the reporting period according to District reports. Credit spreads were lower and competition for high-quality borrowers among lending institutions has increased. The New York District noted that shrinking spreads were observed particularly in commercial and industrial loans as well as in commercial mortgages. Some bankers in the Cleveland District mentioned a moderate loosening of lending guidelines. The New York, St. Louis, and Kansas City Districts reported unchanged credit standards; New York and Cleveland cited declining delinquency rates.

The direction and magnitude of changes in loan demand varied among the Districts and also with respect to type of loan. The Richmond and Atlanta Districts reported generally low demand for loans, but some pockets of growth. The Chicago District noted that growth in business loan demand was generated mostly from small and mid-size firms and for the purpose of refinancing rather than financing capital expenditures. Cleveland, St. Louis, and San Francisco mentioned small positive or negative changes in business credit demand, and relatively strong demand for consumer credit. The Kansas City District reported stable demand for commercial and industrial loans and commercial real estate loans, while Dallas noted softer demand for loans overall; however, both Districts cited increases in demand for residential real estate loans. The New York and Philadelphia Districts observed growth in most lending categories.

Real Estate and Construction

Housing markets across most Districts exhibited signs of improvement, with sales and construction continuing to increase. Dallas reported significant levels of buyer traffic, Richmond noted strong pending sales, and Minneapolis and St. Louis mentioned increases in building permits. New York, Philadelphia, and Chicago indicated improvements as well, but characterized the progress as slow and modest. Declines in inventory levels were reported in Boston, New York, Philadelphia, Atlanta, Dallas, and San Francisco; these declining inventories put some upward pressure on prices according to Boston, Atlanta, and Dallas. A reduction in the stock of distressed properties was mentioned in New York, Richmond, and San Francisco. In Philadelphia and Kansas City, the possibility of shadow inventory entering the market remains a concern. In general, outlooks were positive, with continued increases in activity expected, although the projected gains were more modest in Boston, Cleveland, and Kansas City.
Commercial real estate market conditions held steady or improved in nearly all Districts in recent weeks. New York, Philadelphia, Minneapolis, and Kansas City all reported that commercial leasing increased and vacancy rates fell. New York and Kansas City reported increases in office rents as well; Kansas City also cited a rise in commercial construction. Commercial building permits were up significantly from one year ago in portions of the Minneapolis District. Chicago's report was mixed: office vacancy rates remained high, restraining demand for new office construction, but office leasing demand improved modestly and industrial construction picked up. Atlanta reported rising apartment rents and small gains in office leasing, with weakness in the retail and industrial sectors. Boston reported that office fundamentals were flat on average, with rising rents in portions of Boston proper and muted but steady activity elsewhere in the District. Nonresidential construction picked up in the Boston and Cleveland Districts. Office and industrial real estate markets remained healthy in Dallas. The St. Louis report noted an increase in commercial construction across much of the District and varied reports on leasing across areas within the District. In San Francisco, demand for commercial property was stable while commercial construction was limited. Richmond reported a decline in office leasing volume in Washington, D.C., but some portions of the District recorded increasing sales and construction. Multifamily real estate remained a strong submarket and a key driver of construction in many Districts, including Boston, New York, Philadelphia, Cleveland, Atlanta, Chicago, Minneapolis, Dallas, and San Francisco.

Agriculture and Natural Resources

According to District reports, agricultural conditions were mixed largely because of severe drought conditions that affected the Midwest more than the rest of the country. Producers in the Chicago, St. Louis, and Kansas City Districts were all severely affected by the drought, with cotton, soybean, and corn crops particularly damaged. Cotton production in the Dallas District was also badly damaged, while the northern part of the Minneapolis District reported good corn, soybean, and wheat crops, and the San Francisco and Richmond Districts reported strong demand for their healthy cotton crops. Although nearly all agricultural commodity prices rose, higher feed costs led to reduced herd sizes and lower livestock prices in nearly all Districts reporting on livestock. Reports from the Richmond and Kansas City Districts indicated that farmland values have continued to rise, although contacts in the Kansas City District expected them to hold steady for the rest of the year. Farm incomes generally rose or stayed the same in the Minneapolis District.

Oil and gas activity continued to be robust across most Districts. Extraction of natural gas and petroleum remained at high levels in the Dallas and Minneapolis Districts and expanded in the Cleveland and Richmond Districts, partly because of increased demand from electrical utilities. Production increased in Gulf Coast oil refineries in the Atlanta District as a result of closures along the East Coast, while higher demand for crude oil, diesel, and other distillates supported prices. However, natural gas producers in the Cleveland, Richmond, Minneapolis, and Dallas Districts reported a decline in exploration and drilling of new wells on account of high inventories and low prices. Coal demand was unchanged from 2011 in the St. Louis District but was expected to fall below 2011 levels in the Cleveland District due to reduced demand for thermal coal from domestic utilities and metallurgical coal from Europe and Asia. Iron ore, taconite, and sand mines in the Minneapolis District continued to operate at high capacity.

Employment, Wages, and Prices

Most Districts reported that employment was holding steady or growing only slightly. Several Districts including Boston, New York, Philadelphia, and Richmond noted a softening in employment relative to expectations; upcoming layoffs were reported by a defense contractor in the Boston District and by firms in sectors such as air transportation, appliances, and business support services in the St Louis District. Almost all Districts indicated that manufacturers were continuing to hire, albeit modestly. Demand has been strongest for skilled manufacturing and engineering positions, as well as for IT services. Contacts in the Cleveland, Richmond, Atlanta, Kansas City, and Dallas Districts all reported some difficulty meeting demand for truck drivers.

Overall, upward wage pressure was reported to be very contained across Districts. The Philadelphia and Chicago Districts both noted that despite little wage pressure, some contacts reported upward pressures for medical benefits. Sources from Boston and Atlanta mentioned that continuing demand was putting some upward pressure on wages for highly-skilled positions in software, engineering, and information technology. The San Francisco District also noted specialized IT positions as an exception to generally limited wage growth. The Dallas District reported upward wage pressure for truck drivers and construction workers, and the Minneapolis District noted wage increases in areas with increased oil drilling.

Most Districts reported that overall prices for finished goods were relatively stable despite somewhat increased input prices. Higher prices for grain and other food commodities were cited by many Districts, primarily due to the drought. The Cleveland District noted increased upward pressure on lumber prices, while contacts in Boston, Philadelphia, and Minneapolis reported higher gasoline prices as a potential concern. Chicago mentioned some pass-through of higher crop prices to wholesale prices, while contacts in the Kansas City and Richmond Districts expected to raise future prices in response to more expensive raw materials.

U.S. Senator Reid, son combine for China firm's desert plant

WASHINGTON (Reuters) - U.S. Senator Harry Reid recognized nine years ago that connections between his official duties and the lobbying activities of his relatives could lead to ethical questions.

In 2003, the Nevada Democrat publicly banned relatives from lobbying him or his staff after newspaper reports showed that Nevada industries and institutions routinely turned to Reid's sons or son-in-law for representation.

Now, questions surrounding family ties are flaring again in Nevada around the Senate majority leader. He and his oldest son, Rory, are both involved in an effort by a Chinese energy giant, ENN Energy Group, to build a $5 billion solar farm and panel manufacturing plant in the southern Nevada desert.

Reid has been one of the project's most prominent advocates, helping recruit the company during a 2011 trip to China and applying his political muscle on behalf of the project in Nevada. His son, a lawyer with a prominent Las Vegas firm that is representing ENN, helped it locate a 9,000-acre (3,600-hectare) desert site that it is buying well below appraised value from Clark County, where Rory Reid formerly chaired the county commission.

Craig Holman, a lobbyist for the non-partisan advocacy group Public Citizen, said the senator is dealing with "an iffy ethical landscape" because of the family connections and should recuse himself from the project. "Is this just happening because ... it benefits the Reid family, or did Harry Reid actually believe in this?" Holman said.

The senator has supported numerous clean energy projects in Nevada. Rory Reid cites energy as one of his specialty areas at the law firm.

The two Reids deny discussing the ENN project.

"I have never discussed the project with my father or his staff," said Rory Reid. Kristen Orthman, a spokeswoman for the senator, said he had not discussed the project with his son.

The Langfang, China-based ENN Energy Group hopes to build what would be the largest solar energy complex in America. The site chosen with Rory Reid's guidance is in tiny Laughlin, Nevada, a gambling town of 7,300 along the Colorado River, 90 miles south of Las Vegas.

County officials have said that they were so thrilled to recruit a company to the area, with the prospect of thousands of new local jobs, that they were eager to negotiate.

ENN is headed by Chinese energy tycoon Wang Yusuo, who made a fortune estimated by Forbes at $2.2 billion distributing natural gas in China. Wang escorted Reid and a delegation of nine other U.S. senators on a tour of the company's clean energy operations in Langfang, and Reid featured Wang as a speaker at his 4th annual National Clean Energy Summit in Las Vegas last year.

NEVADA'S LARGEST LAW FIRM

To advance the Nevada project, ENN retained the state's largest and most prestigious law firm - Lionel Sawyer & Collins, where Rory Reid works. It is headed by Richard Bryan, a former Nevada attorney general, governor and member of the U.S. Senate.

Rory Reid faced a one-year cooling off period from lobbying the Clark County commission after leaving his post in January 2011, and Bryan took the lead on ENN's negotiations with the county.

Since the one-year ban expired, Rory Reid has been ENN's primary representative before the county, according to Steve Sisolak, the board's vice chairman.

Rory Reid acknowledged representing ENN at both the county and state levels since January. He declined to discuss the project otherwise.

Two months after Harry Reid's China trip, Lionel Sawyer registered ENN Mohave Energy LLC as an American subsidiary of the Chinese company. The firm negotiated with the county to buy the land rather than lease it, as the county's staff had recommended.

In December, Clark County commissioners voted unanimously to sell up to 9,000 acres of public land to the subsidiary at pennies on the dollar.

The deal spurred local controversy. Separate appraisals valued the land at $29.6 million and $38.6 million. The commission agreed to sell it to ENN for $4.5 million.

The county did build in certain conditions before the project could begin, including milestones for jobs creation and investment. ENN also must assure the county that it has a power company willing to commit to buying energy from the solar farm. But in the eight months since the commissioners approved the deal, no utility has signed a power purchase agreement.

However, Harry Reid stepped up again.

The Democrat recently used an online discussion related to his annual energy summit for an as-yet unsuccessful effort to pressure Nevada's largest power company, NV Energy, to sign up as ENN's first customer.

In the July 30 discussion, Reid said the project "would start tomorrow if NV Energy would purchase the power." The utility controls "95 percent of all of the electricity that is produced in Nevada and they should go along with this." Reid's online comments were first reported by the Las Vegas Review Journal.

The power company responded by saying it had exceeded its minimum renewable energy requirements both last year and this year, though it would consider buying power from ENN in the future. A spokesman for NV Energy declined to discuss the matter further.

Bryan, the head of the law firm, did not return repeated phone calls and emails.

An official with ENN in Langfang did not respond to emails.

In 2007, after a controversy over the number of lawmaker relatives engaged in lobbying, Congress passed the Honest Leadership and Open Government Act, sharply restricting the lobbying activities of close relatives of members of Congress.

The law only applies to registered lobbyists and Rory Reid is not registered as a federal lobbyist in Washington or a state lobbyist in Nevada, according to records in both jurisdictions.

Apple CEO, Tim Cook, and Google CEO, Larry Page, have reportedly talked on the phone concerning the ongoing patent disputes involving the iPhone and iPad maker, and various Android manufacturers. Reuters' Alexei Oreskovic and Poornima Gupta claim the breaksclusive:

Google Inc CEO Larry Page and Apple CEO Tim Cook have been conducting behind-the-scenes conversations about a range of intellectual property matters, including the ongoing mobile patent disputes between the companies, according to people familiar with the matter. The two chief executives had a phone conversation last week, the sources said. Discussions involving lower-level officials of the two companies are also ongoing.

Both mens' predecessors, Steve Jobs of Apple and Eric Schmidt of Google, began the now long-standing feud when Google switched from making a BlackBerry competitor to making an iPhone competitor, and Schmidt left his spot as a member of Apple's board of directors. Jobs later called Android "stolen property" that was being "promiscuously" given away, and threatened to go "thermonuclear" on it. Tim Cook, for his part, has said Apple can't be the developer for the world, and that other companies will have to invent their own stuff.

Google has traditionally been eschewed intellectual property rights enforcement, no prosecuting their own IP but also not always respecting the IP of others. Recently, however, they've begun more aggressive litigation using their newly acquired Motorola division as a spearhead.

Neither overly broad patents nor overly close copying help drive innovation, so anything that moves a settlement forward, Cook and Page on the phone included, is best for the industry and consumers.

Steve Jobs and Eric Schmidt once famously had coffee and settled nothing. That was then. Let's hope this is now. Especially when companies like Samsung are getting hit with billion dollar willful infringement verdicts.

Pretend play may not be as crucial to child development as believed, new study shows

ScienceDaily (Aug. 28, 2012) ? Pretend play can be fun for preschool children, but a new University of Virginia study, published in the current online edition of the journal Psychological Bulletin, finds that it is not as crucial to a child's development as currently believed. Pretend play is any play a child engages in, alone, with playmates, or with adults, that involves uses of the imagination to create a fantasy world or situation, such as making toy cars go "vrrooooom" or making dolls talk.

Based on a number of key studies over four decades, pretend play is widely considered by psychologists -- and teachers and parents -- to be a vital contributor to the healthy development of children's intellect.

However, the new U.Va. study -- a thorough review of more than 150 studies -- looked for clearly delineated contributions of pretend play to children's mental development, and found little or no correlation.

Much of the previously presented "evidence" for the vitality of pretend play to development is derived from flawed methodology, according to Angeline Lillard, the new study's lead author and a U.Va. professor of psychology in the College of Arts & Sciences. She said testers might have been biased by knowledge that they were testing children who had engaged in adult-directed pretend play prior to testing.

"We found no good evidence that pretend play contributes to creativity, intelligence or problem-solving," Lillard said. "However, we did find evidence that it just might be a factor contributing to language, storytelling, social development and self-regulation."

She said it is often difficult for psychologists to separate whether children who engage in pretend play are already creative and imaginative, or if the pretend play, often encouraged by parents or teachers, actually promotes development.

"When you look at the research that has been done to test that, it comes up really short," Lillard said. "It may be that we've been testing the wrong things; and it may well be that when a future experiment is really well done we may find something that pretend play does for development, but at this point these claims are all overheated. This is our conclusion from having really carefully read the studies."

Lillard emphasized that various elements often present during pretend play -- freedom to make choices and pursue one's own interests, negotiation with peers and physical interaction with real objects -- are valuable, especially with appropriate levels of adult guidance.

These conditions exist both in pretend play and in other playful preschool activities that encourage children to discover their own interests and talents, such as the method used in Montessori schools.

Pretend play is also important diagnostically for children between 18 months and 2 years old, Lillard said. A complete absence of pretend play among children of that narrow age range could indicate autism, and suggests that such children be evaluated for other signs of the neurological disorder.

A growing problem, she said, is a trend in schools toward intensively preparing children for tests -- often supplanting organized and informal playtime, leading to a debate over whether early childhood curricula should include materials and time for pretend play.

"Playtime in school is important," Lillard said. "We found evidence that -- when a school day consists mostly of sitting at desks listening to teachers -- recess restores attention and that physical exercise improves learning."

Regarding pretend play, she said, "If adults enjoy doing it with children, it provides a happy context for positive adult-child interaction, a very important contributor to children's healthy development."

Stephen Hinshaw, editor of Psychological Bulletin and a professor of psychology at the University of California at Berkeley, said, "The article by Lillard and colleagues is a game-changer -- a paragon of carefully-reasoned evidence that will challenge the play-based domination of the early-childhood field for years to come."

Lillard's graduate student co-authors are Rebecca Dore, Emily Hopkins, Matthew Lerner, Carrie Palmquist and Eric Smith.

Deadly bombing hits loyalist funeral outside Damascus

A car bomb rocked the funeral of two government loyalists in a Damascus suburb killing 27 people on Tuesday as the army kept up its bombardment of rebel strongholds in the east of the capital.

The bombing hit Jaramana, a mainly Druze and Christian town on the southeastern outskirts of Damascus that the Syrian Observatory for Human Rights described as generally supportive of the government of President Bashar al-Assad.

"The number of people killed in a funeral held for two supporters of the regime has risen to 27," said the Observatory.

Earlier, state television had put the toll at 12, adding that another 48 were wounded.

"At around 3:00 pm (1200 GMT), a funeral procession was making its way to the cemetery, when a car parked on the side of the road exploded," an army official told AFP.

The funeral was held for two supporters of Assad who were killed in a bomb attack on Monday, the Britain-based Observatory said.

The force of the explosion completely demolished the facade of one building and caused heavy damage to others nearby, an AFP photographer reported.

State media blamed rebel fighters for the bombing, which came amid an intensified bombardment by government troops of eastern districts of Damascus that shelter some of the Free Syrian Army's best organised battalions.

But the opposition Syrian National Council accused Assad's regime of staging the bombing against its own supporters in a bid to divert attention from the killings of hundreds of people during an army assault on a largely Sunni Muslim suburb of the capital last week.

"The regime wants to cover up for its massacres," SNC spokesman George Sabra said, alluding to the discovery of more than 300 bodies in the town of Daraya that sparked an international outcry.

"It also wants to punish residents of Jaramana -- who are of mixed religious backgrounds -- for welcoming people who were displaced from nearby towns." Sabra told AFP by telephone.

"It wants to turn the revolution... into a bloody civil war fought along sectarian lines," he said.

Some 80 percent of Syrians are Sunni Muslim, while around 10 percent belong to Assad's Alawite community, five percent are Christian, three percent Druze and one percent Ismaili.

The opposition draws much of its support from the Sunni majority, who have borne the brunt of the government's crackdown.

Swedish Foreign Minister Carl Bildt warned Tuesday of the risks of Syria descending into bloody sectarian conflict after what he said was the inevitable fall of Assad's regime.

"Whether it will be replaced by a secular democracy, an Islamic one or by a sectarian fragmentation remains to be seen," Bildt said. "The longer the conflict lasts, the greater the risk that we will see the latter development."

The Observatory reported fierce shelling of northeastern neighbourhoods of Damascus as the army pressed its drive to push rebel fighters out of the capital.

Among the districts targeted was Qaboon where rebels from the Free Syrian Army claimed to have downed a military helicopter on Monday.

The rebels opened what they described as a new front in east Damascus at the weekend after a major offensive by the army last week against their positions southwest of the capital, including in Daraya.

Outside the capital, the army hit rebel positions in the second city Aleppo as well as in Idlib province, in the northwest close to the border with Turkey.

A bombardment of the Idlib village of Kfar Nabal killed at least 13 civilians, two of them women, among at least 97 people killed nationwide.

Activist network, the Syrian Revolution General Council, said warplanes had taken part in the assault and released gruesome footage of dozens of residents desperately combing the rubble of apartment blocks for survivors.

Rescuers were seen loading charred bodies onto the back of a truck in the footage which could not be independently verified.

Activists say around 25,000 people have been killed since the uprising against Assad's rule broke out in March last year, while the United Nations says more than 214,000 people have fled to neighbouring countries.

Underscoring the growing humanitarian crisis, it emerged that seven Syrians, two of them children, who attempted to flee the conflict by boat earlier this month, drowned off the coast of the nearby Mediterranean island of Cyprus.

The UN refugee agency said it was the "first case" of Syrian refugees trying to make the 100 kilometre (60 mile) sea passage.

"It is hard to know if this is a trend," UNHCR spokeswoman Melissa Fleming told reporters in Geneva.

She also said there had been a two-fold increase in arrivals in recent days at a refugee camp in Jordan, where officials reported more than 20 police injured on Tuesday in clashes with stonethrowing residents protesting about living conditions.

Syria's rebels meanwhile claimed that they had seized 10 missiles from the regime's arsenal in the eastern belt of Damascus province, amid a marked escalation of violence in the area.

Rebels calling themselves the Gathering of Ansar al-Islam (Partisans of Islam) Battalions posted footage on YouTube which they said showed a missile storage warehouse seized from regime troops.

Maritime security company proposes a centralised approach for protecting vessels

US-based company Armed Piracy Defence is proposing a centralised approach to ensure that all ships within high risk areas will have anti piracy security teams on board. These security teams would have common protocols and procedures to provide quality armed security service to ships transiting pirate-infested waters.
From its command centre in South Florida, Armed Piracy Defence gives thousands of shipping companies access to 25 maritime security companies and their available teams. These companies have 125 teams in the High Risk Areas at any given time. The plan is to include as many as 400 security teams that will be stocked by floating armouries, to protect vessels in danger zones. These teams will be able to cover all of the 150 ships on the riskiest routes, moving in and out of the Indian Ocean High Risk Areas each day.
Lieutenant (ret) Dave Daniel Rachimi, CEO of Armed Piracy Defence (APD), said that it is imperative to provide armed security for all vessels travelling in the High Risk areas. To date, no ship with armed security personnel on board has been hijacked.
He said that there is no chance of an attack on Somalia to try and stop the pirates so a standardized approach, with private security teams on each vessel is the only way to go. Ship owners would report their entry into the High Risk Area (HRA) and APD would do the rest in a ?one stop shop service?.
There are numerous benefits of using this centralised approach. From the command centre of Armed Piracy Defence, the activities of 25 maritime security companies are monitored so that the real time location of security teams, weapons and armoury vessels is known at all times. When there is a change in course, a delay or anything that requires dispatch of a new team or resources, APD can contact a qualified team from any number of authorised companies that are in the HRA already. Teams that are there can be in place within 12 hours. By using teams on a repetitive basis from one port to another, it lowers the costs of bringing a new team into the area, APD said.
Rachimi said that every vessel entering the high risk area should be registered and a security team placed on board. As soon as a team of guards finishes a mission, they will have a new mission sent to them from the centre.
By overseeing many teams from different companies but with one curriculum of training, APD can ensure that all teams adhere to a strict code of conduct in all their dealings with ship crew and captain by issuing tactical and procedural log books and guidelines concerning teams on the ships before, during and after the missions. The drill routines on the ship including the bridge, citadel, weapon safety, viewing and detection and multi skiff attacks adhere to security protocols that are signed as part of the agreement process.
In case of emergency or calamity crews can be pulled from the surrounding area to assist with challenging situations. The teams can count on an alert being sent out to other team at the same area and to naval forces to come and back them up. Any incidents can be analysed and investigated in a standardized manner, with the outcome of the conclusions being spread out to the anti-terror teams that are at sea.
The recent attack of more than 50 pirates on two Iranian ships has brought to light the need for further precautions, Rachimi said. It is no longer multiple skiff attacks but swarm attacks. More ammunition, better sniper equipment, ex-military guards, better protective equipment, hands free radio communication between the team members and officers, drills related to swarm attacks and those related to the citadel and radar detection and better communication between the master/ officers and team leaders are all essential as this pirate tactic presents itself.
Billions of dollars are being spent on the damages from piracy. Rachimi said that with US$20 million dollars, APD could put together an integrated command and control centre and seven armoury vessels and the supplies needed to protect ships entering the high risk area.
Rachimi noted that every year insurance companies pay US$250-280 million to pirates. ?It is another type of terror where the whole world economy is in their hands,? Rachimi said of the pirates. If the insurance companies contribute a small fraction of the amount of the ransoms to the creation of this centralized approach, they can help rid the world of piracy as opposed to giving positive reinforcement to pirates.
At the moment, Armed Piracy Defence is using its own resources to pursue the goal of a centralised command centre. Rachimi said he is approaching all the ship owners and maritime security companies in the world. Although he does have the eyes in real time on the ships and maritime security companies in the high risk areas, he still needs to subcontract all aspects of each job. This is time consuming and costly.
He said that the framework for the single umbrella organisation is there already, it is just a matter of getting people to join and companies need to sign on to be a part of it. Ultimately there will be a website for ship owners and maritime security companies to join with a fee for the tactical curriculum and guide, and the access to the security needs of the shipping companies. ?It?s mission possible,? he said, as there is sufficient manpower, weaponry and training available. ?We have all the ingredients to do it right-and halt piracy from a world problem to a marginal problem?.
Rachimi said that APD is open to ideas and collaboration from shipping, insurance and maritime security companies to improve on the system as it continues to develop.
