Sony to release "Annie" on Christmas Day 2014

NEW YORK (TheWrap.com) - Sony will release "Annie," a new movie based on the iconic play, on Christmas Day of 2014, the studio announced on Wednesday.

Quvenzhane Wallis, fresh off an Oscar nomination for her performance in "Beasts of the Southern Wild," will star as young orphan who wins the heart of everyone around her. Willow Smith, the daughter of "Annie" producers Will Smith and Jada Pinkett Smith, had been set to play that role, but opted out of the project.

Smith's Overbrook Entertainment is producing the film with Jay-Z's Marcy Media, while Will Gluck, who made "Easy A" and "Friends with Benefits" for Sony's ScreenGems imprint, will direct.

The story of "Annie" stems from Harold Gray's comic strip "Little Orphan Annie," which first appeared in 1927. Thomas Meehan, Martin Charnin ad Charles Strouse then adapted that into a Tony-winning Broadway show, featuring now legendary songs like "Tomorrow" and "It's the Hard-Knock Life." Jay-Z rapped his own version of the latter.

There have been various Broadway revivals, including a production now up on Broadway, as well as film adaptations. Will Smith announced his plans for a new spin on the tale in 2011.

Though still almost two years away, the holiday schedule for 2014 is starting to fill up with sequels and spin-offs. "Night at the Museum 3," "Minions," an offshoot of the "Despicable Me" franchise, and the next "Avatar" are all tentatively slated for December of that year. Also set to open is "Tomorrowland," Disney's top secret project from "The Incredibles" director Brad Bird and "Lost" co-creator Damon Lindelof.

Almost all of those movies, two distributed by Fox, one by Universal, one by Disney and now one by Sony, will target a young audience.

(AP) ? Connecticut state police are calling the shooting deaths of a woman and her two young grandchildren a double murder-suicide and say she had permission to pick them up from their daycare.

State police spokesman Lt. J. Paul Vance says 47-year-old Debra Denison was armed when she left her Stonington home to pick up the children from their daycare in North Stonington Tuesday afternoon.

State police issued an Amber Alert Tuesday evening for Denison, 2-year-old Alton Perry and his 6-month-old brother, Ashton. The three bodies were found in a parked car in nearby Preston Tuesday night.

State police believe Denison shot the kids and herself. The chief medical examiner's office will be performing autopsies.

Denison's family said she suffered from bipolar disorder and had a history of mental health problems.

Ronda Rousey was more worried about her sports bra staying on than being submitted

During their main event bout at UFC 157, Liz Carmouche took Ronda Rousey's back and had her in a neck crank. The crank was so deep that Rousey inadvertently bit Carmouche's arm. But Rousey told the Fuel TV aftershow that she was never worried about submitting to Carmouche. Instead, she was concerned about a wardrobe malfunction.

?On the ground I feel so comfortable in every position, so I never feel in danger and I take a lot of risks. I felt fine with her on my back. I was more concerned with my sports bra staying on while she was choking me because I felt safe and in control," Rousey said.

Rousey won a bronze medal in the 2008 Olympics in judo, so submissions have been part of her life for a long time. In fact, Rousey has spoken often about how her mother taught her judo by waking her up with an armbar. While the neck crank was uncomfortable, it wasn't new.

What is new is having to worry about a sports bra not doing its job. Come on, sports bra. You had one job. Thankfully, it did stay in place, and Rousey went on to submit Carmouche seconds before the end of the first round.

Tesla's Edmunds Test-Drive Debacle - Business Insider

On Monday, automotive resource site Edmunds Director of Vehicle Testing Dan Edmunds reported that the touchscreen in the Tesla Model S he was test driving had gone black.

While the car was still drivable, Edmunds lost control of the radio, navigation and phone functions.

Edmunds, who wrote a positive review of the Model S last September (and called the touchscreen the "star of the interior") described Monday's incident as a "meltdown."

Today, he wrote that his day ended at a Los Angeles service center, where two technicians eventually got the screen running again:

When all was said and done, the service writer said that they wanted to replace the screen entirely, presumably as a precaution against any further problems. I told him I would bring it back the following day.

On the drive home, the screen worked fine and I experienced no additional problems, but we're definitely bringing it back in to have the swap done. More on that later.

A negative review of the Model S by John Broder at the New York Times earlier this month sparked a fight between the newspaper and Tesla CEO Elon Musk, who called the article "fake" on Twitter.

Now, less than a week after finally asking to "bury the hatchet" with the Times, Musk has a new potential public relations debacle to deal with.

So far, Musk has not responded to Edmunds' problem via Twitter or his blog.

House Votes to Rename NASA Center for Neil Armstrong

The U.S. House of Representatives has voted to rename a NASA flight research center after the late Neil Armstrong, the first man to walk on the moon.

The resolution, which late Monday (Feb. 25) was approved unanimously in the House, calls for NASA's Dryden Flight Research Center in southern California to be renamed the Neil A. Armstrong Flight Research Center. The bill (H.R. 667) also renames the surrounding Western Aeronautical Test Range after Hugh L. Dryden to continue honoring the aeronautical engineer.

"Not many people know the relationship between these two men," said Congressman Lamar Smith (R-Texas), the chairman of the House Science, Space, and Technology Committee. "Dryden was the visionary behind NASA's X-15 rocket plane and the Apollo program. Neil Armstrong was the one who flew the spacecraft Dryden envisioned."

This is at least the third time since 2007 that the House of Representatives has tried to rename the NASA center after Armstrong. The famed Apollo 11 commander died last year. With the bill now passed in the House, it will be referred on to the Senate for consideration.

"With this bill, we re-affirm America is filled with dreamers like Hugh Dryden, and doers like Neil Armstrong, who ? working together ? can 'shoot for the moon,'" Smith said Monday (Feb. 25) from the House floor. [Neil Armstrong: American Icon (Photos)]

"Dryden recommended to President John F. Kennedy that the goal of putting a man on the moon within 10 years was achievable and something the American people could rally behind," Smith said. "The rest is history. President Kennedy grabbed Hugh Dryden's idea and addressed a joint session of Congress the very next month. The Apollo program was the brainchild of Hugh Dryden."

Neil Armstrong, flying with his Apollo 11 crewmates Buzz Aldrin and Michael Collins, accomplished Kennedy's goal of landing on the moon. On July 20, 1969, Armstrong and Aldrin touched down at Tranquility Base, where Armstrong became the first man to step foot on the lunar surface.

Armstrong died Aug. 25 at age 82 following complications resulting from cardiovascular procedures.

"Neil Armstrong turned [the] dream into reality by making that 'one small step for a man, one giant leap for mankind' on another world almost 240,000 miles away," Smith said.

"Dryden was not able to see his dream become reality, as he died in 1965," Smith continued. "And unfortunately, Neil Armstrong passed away last August. It is important for us to honor both men's legacies by naming the Flight Research Center after Neil Armstrong and the surrounding Test Range after Hugh Dryden."

The Dryden Flight Research Center is NASA's primary center for atmospheric flight research and operations. In addition to its research work to advance the design of civilian and military aircraft, Dryden was the primary alternate landing site for the space shuttleand is now managing the launch abort systems testing and integration for NASA's Orion crew module, its next-generation multi-purpose spacecraft.

From 1955 to 1962, Armstrong served as a test pilot at the center (then the High-Speed Flight Station), amassing 2,400 hours of flying time, including flying the X-15. While still at the center in the early 1960's, Armstrong was part of a team that conceptualized the Lunar Landing Research Vehicle, which helped create the training vehicle that he and other Apollo astronauts used to practice landing on the moon.

"In some respects, I think Neil might have been a happier man if he had stayed a test pilot, becoming chief test pilot at NASA Dryden," historian James Hansen, the author of Armstrong's 2005 authorized biography "First Man," wrote on Facebook. "His career in test flying will be remembered even more now that his name will be forever associated with the Flight Research Center."

"It is also nice that Dr. Dryden's name will remain attached to the facility," Hansen said.

Liver stem cells grown in culture, transplanted with demonstrated therapeutic benefit

Feb. 25, 2013 ? For decades scientists around the world have attempted to regenerate primary liver cells known as hepatocytes because of their numerous biomedical applications, including hepatitis research, drug metabolism and toxicity studies, as well as transplantation for cirrhosis and other chronic liver conditions. But no lab in the world has been successful in identifying and growing liver stem cells in culture -- using any available technique -- until now.

In the journal Nature, physician-scientists in the Pap? Family Pediatric Research Institute at Oregon Health & Science University Doernbecher Children's Hospital, Portland, Ore., along with investigators at the Hubrecht Institute for Developmental Biology and Stem Cell Research, Utrecht, Netherlands, describe a new method through which they were able to infinitely expand liver stem cells from a mouse in a dish.

"This study raises the hope that the human equivalent of these mouse liver stem cells can be grown in a similar way and efficiently converted into functional liver cells," said Markus Grompe, M.D., study co-author, director of the Pap? Family Pediatric Research Institute at OHSU Doernbecher Children's Hospital; and professor of pediatrics, and molecular and medical genetics in the OHSU School of Medicine.

In a previous Nature study, investigators at the Hubrecht Institute, led by Hans Clever, M.D, Ph.D., were the first to identify stem cells in the small intestine and colon by observing the expression of the adult stem cell marker Lgr5 and growth in response to a growth factor called Wnt. They also hypothesized that the unique expression pattern of Lgr5 could mark stem cells in other adult tissues, including the liver, an organ for which stem cell identification remained elusive.

In the current Nature study, Grompe and colleagues in the Pap? Family Pediatric Research Institute at OHSU Doernbecher used a modified version of the Clever method and discovered that Wnt-induced Lgr5 expression not only marks stem cell production in the liver, but it also defines a class of stem cells that become active when the liver is damaged.

The scientists were able to grow these liver stem cells exponentially in a dish -- an accomplishment never before achieved -- and then transplant them in a specially designed mouse model of liver disease, where they continued to grow and show a modest therapeutic effect.

"We were able to massively expand the liver cells and subsequently convert them to hepatocytes at a modest percentage. Going forward, we will enlist other growth factors and conditions to improve that percentage. Liver stem cell therapy for chronic liver disease in humans is coming," said Grompe.

Pixar's 'Brave' wins Oscar for best animated film

LOS ANGELES (AP) ? Pixar's Scottish adventure "Brave" has won the Academy Award for best animated feature film.

The win extends Pixar's domination of the category, marking its seventh win since the award was first handed out in 2002. "Brave," Pixar's first film with a female protagonist, didn't garner the kind of critical or popular support that movies like "WALL-E" and "Up" did.

But "Brave" still managed to win over Walt Disney's arcade game fantasy "Wreck-It Ralph," which many expected to take the award. Either way was a victory for Disney, which bought Pixar in 2006.

The other nominees Sunday night were Tim Burton's Mary Shelley homage "Frankenweenie," the stop-motion ghost story "ParaNorman," and the stop-motion sea voyage "The Pirates! Band of Misfits."

The 85th Academy Awards are airing live from the Dolby Theatre.

Fidel Castro surprises with parliament appearance amid leadership speculation

HAVANA (Reuters) - Retired Cuban leader Fidel Castro made a rare public appearance Sunday by joining the opening session of the National Assembly, state media reported amid speculation the gathering could give clues on planning for a future leadership succession.

Since falling ill in 2006 and ceding the presidency to his brother, Fidel Castro has given up all official positions except as a deputy in the National Assembly. At Sunday's session, he took his seat beside brother President Raul Castro, only the second time he has graced the assembly chambers since his illness and the first since 2010.

Fidel Castro's surprise appearance added to expectations, fueled by his brother, that the usually routine session might shed light on future leadership of the communist-run nation.

In a back and forth with reporters on Friday, Raul Castro joked about his eventual retirement and urged them to pay attention to Sunday's conclave, which is closed to foreign journalists.

"I'm going to turn 82; I have a right to retire already," he said. "You don't believe me? Why are you so incredulous?" he said.

The 612 deputies, who were elected in an uncontested vote February 3, are expected to name a new 31-member Council of State with Raul Castro as president, despite his quip.

The National Assembly meets for just a few weeks each year and delegates its legislative powers between sessions to the Council of State, which also functions as the nation's executive through the Council of Ministers it appoints.

Governments, Cuba watchers and Cubans will be watching to see if there are any new, and younger, faces among the Council of State members, in particular its first vice president and five vice presidents, with an average age over 70.

The new government is almost certain to be the last headed up by the Castro brothers and the generation that has ruled Cuba since they swept down from the mountains in the 1959 revolution that led to a long-running feud with Washington.

Raul Castro, 81, would begin his second term on Sunday, theoretically leaving him free to retire in 2018, aged 86.

Eighty percent of the parliament's 612 members, with an average age under 50, were born after the Revolution.

EFFORT TO PROMOTE YOUNGER GENERATION

Raul Castro, who officially replaced his ailing brother as president in 2008, has repeatedly called for senior leaders to hold office for no more than two, five-year terms.

"Although we kept on trying to promote young people to senior positions, life proved that we did not always make the best choice," Castro said at a Party Congress in 2011.

"Today, we are faced with the consequences of not having a reserve of well-trained replacements....It's really embarrassing that we have not solved this problem in more than half a century," he said.

The 2011 party summit adopted a more than 300-point plan to "update" Cuba's Soviet-style economic system, designed to transform it from one based on collective production and consumption to one where individual effort and reward play a far more important role.

Across-the-board subsidies are being replaced by the country's first comprehensive tax code and targeted welfare.

Fidel Castro, these days referred to as the "historic leader of the revolution," is no longer seen as wielding real power, but he has maintained a public presence through his writings, meetings with important visitors and rare appearances.

Esteban Lazo, member of the political bureau of the Community Party and vice president of the Council of State, 68, was named parliament president Sunday to replace a retiring Ricardo Alarcon, who served for 20 years.

Government Has 13 Payment Guarantees for Energy Projects

A CPP lawmaker said on Thursday that the government has signed 13 payment guarantees to companies constructing coal-fired power plants and hydropower dams in the country, a move that an Asian Development Bank (ADB) official reiterated was risky for the country?s fiscal future.

CPP lawmaker Cheam Yeap said the most recent payment guarantee approved by the National Assembly last Friday on the $781 million Lower Sesan 2 dam project in Stung Treng province is typical when any major company makes an investment in an energy project.

Other guarantees extended by the government include a 700-megawatt coal-fired power plant in Preah Sihanouk province, the Kamchay dam in Kampot, the Stung Atai in Pursat and the Stung Tatai in Koh Kong, Mr. Yeap said.

?It is the government?s obligation to do a guaranteed payment for investment companies whenever Electricite du Cambodge [EdC] [might] miss a payment or don?t pay the bill,? Mr. Yeap said.

?Each project has been evaluated clearly about its ability to generate the power, so the energy produced will not be over the demand in our country,? he said.

The International Monetary Fund (IMF) published a report last year that singled out the government?s energy generation expansion as an area where fiscal liabilities are not being fully considered in light of the government?s rapid push for power and their ?conservative forecasting scenarios? when providing ?take-or-pay guarantees? to underwrite power projects.

Peter Brimble, deputy country director of the ADB, echoed the IMF?s concerns that the government does not have the ability to properly assess the fu?ture risks of such large-scale projects.

?The government ought to be more involved in developing the project,? Mr. Brimble said. ?The Sesan [dam] and the other [energy projects] that have been carried out already?generally they have not followed a model of transpar?ency, they generally have been unsolicited bids, which means that a company is coming in to make a proposal, not with the government?opening it up to competitive bidding,? Mr. Brimble said.

However, he acknowledged that the government is under pressure in such areas.

?The need for power here is so great. It is the biggest single constraint here?. So I think there is significant pressure.?

According to the details of the payment guarantee and the implementation agreement be?tween the government and the two companies be?hind the Lower Sesan 2 dam?Kith Meng?s Royal Group and Chi?na?s Hydrolancang Inter?national Energy Co. Ltd.?the government will ?un?conditionally guarantee and promise without denial? the amount of mon?ey owed by EdC if the state-owned electricity body is unable to pay for the electricity that the dam gen?erates during the 45 years that the companies will operate the facility.

?All the electricity generated from the dam will be sold to Electricite du Cambodge,? the agreement states.

The Sesan dam is expected to pro?duce an average of 1.91 billion kilowatt hours of electricity a year, which will be sold to the EdC at 6.95 cents per kilowatt hour, the agreement said. Any excess energy produced will be sold at a 60 percent reduction to EdC.

Oliver Hensengerth, a lecturer at Northumbria University in the U.K. and an expert in Chinese hydro?power investments in Southeast Asia, said that Cambodia?s blanket guarantees to private firms building dams could be a danger to the country?s debt sustainability.

?There seems to be a sense of ca?ter?ing to the needs of companies first, then paying attention to the po?tential implications of the investment,? Mr. Hensengerth said.

Though I join Dan in his admiration for the Tina 'n' Amy double act, I have no interest in seeing them installed as permanent Oscar hosts. My fantasy-programming career path for that erstwhile "Weekend Update" anchor team involves their revamping?Tonight?to such a degree that they'd have neither the time nor the energy to prep jokes about George Clooney's dates or Jack Nicholson's shades, many of which are older than George Clooney's dates. (The Fey & Poehler?Tonight,?based in New York, would go down in the round in Rockefeller Plaza, where some tourists would participate in free-form improv exercises and others would participate in occasional talent shows, Amateur Night at the Apollo style, with Brian Williams serving in a?Sandman-like capacity.) No, my ideal Oscar host is former colleague Jimmy Fallon. It is obvious to me that the gig is his destiny.

But the academy makes him wait while it trifles with Seth MacFarlane. And why? To pander to young men between the ages of 18 and not-yet-old-enough-to-no-longer-be-amused-by-Stewie-Griffin. I am not convinced that they'll tune in. Nor does it seem that the broadcast needs them. Stuart Elliott, the?Timesman on the advertising beat, reports?that ad rates are at their highest since 2008?as much as $1.8 million for a 30-second spot?in a piece that necessarily employs the old descriptor of the Oscars broadcast as "the Super Bowl for women." I am not sure that the sonority of MacFarlane's voice?truly a gift, as if his is the larynx of an Old Testament AOR DJ?is commanding enough to compensate for the puerility of all the things he will say with it. (That's assuming he brings the rude satire that made him famous. I am halfway tempted to suppose he'll tone it down?in which case, what's the point?) I anticipate a minor train wreck?nothing on the legendary scale of Rob-Lovian hoofing, but something to make the nation's entertainment press grateful for the academy?s ineptitude and the copy it provides.

You will have noticed that I tarry in discussing the actual awards being awards. This is because I will be watching this ceremony under protest, having been converted to the McConaughey-was-robbed position of those enchanted by Magic Mike. When the ceremony grinds around to the presentation of the Supporting Actor trophy, I will, in protest, turn off the set, bow toward the city of Tampa, and perform a 60-second bongo solo.

And then I'll turn the show back on and watch the grass of it grow toward the presentation of the Best Picture prize. I like the case Dan makes for Lincoln, and I'd add that with Daniel Day-Lewis a log-cabin lock to win best actor, a look at Oscar history makes a Lincoln win seem possible. The King's Speech, Gandhi, Patton?Great Man biopics grounded in big performances have a way of knocking 'em dead. Which reminds me: I'll take back everything negative I've ever said about MacFarlane?even my displeasure with an old upfronts joke about grinding the homeless into hamburger meat?if he goes all the way with his frathouse-shock antics and pulls out a Nerf gun to run a John Wilkes Booth prank.

Yet I?m putting my money on Argo, which is, as an expression of Hollywood's idea of itself, perfect for the role of Best Picture. The text concerns the power of cinematic illusion to defeat America's radical Middle Eastern enemies, and the tone catches the 1970s of the Golden Age, and thus the movie is rather like a USO Tour directed by Alan Pakula for the purposes of destroying the PLO. Plus, one of the producers will be bringing a really hot date, because his name is George Clooney. This is not to mention that all the many, many people who wish Ben Affleck great success as a filmmaker because they want to stop him from him acting in films other than the ones he makes because never again do we want another Gigli. That he was snubbed for a directing nomination is kind of nuts. Perhaps some voters were swayed by those old allegations that Ben and Matt got quite a bit of help writing Good Will Hunting. Argo refutes the concept. Ben Affleck is a first-rate Hollywood storyteller. How do you like those apples?

Michael Gonzalez is a 3-year-old Florida boy who apparently can?t eat any normal foods, and his parents say they are in a panic.

Michael drinks 20 to 30 bottles of prescription-only formula daily called Neocate Junior. He can?t eat apples or carrots or anything else that other kids his age eat, his mother, Jennifer Gonzalez, told ABC News affiliate KSTP.

But his predicament has gone from worrisome to alarming. Shortly after the formula maker, Nutricia, made changes to its packaging in August 2012, Michael suffered from severe vomiting and diarrhea, his parents say. Convinced that the company also changed the formula, his parents?have hoarded containers full of older stock, but it?s only safe to drink through October.

?That?s not OK, to tell me that my son has an expiration date,? Jennifer Gonzalez said.

Specialists have been examining Michael at the Mayo Clinic in Rochester, Minn., where the boy?s parents took him two weeks ago to get help.

Michael has been diagnosed with Food Protein-Induced Enterocolitis Syndrome, his parents said. The syndrome is not uncommon and is usually associated with an intolerance for milk or soy in babies six months to a year old, said Dr. Wesley Burks, chair of the pediatrics department at the University of North Carolina. Parents realize there?s a problem when their child gets diarrhea or vomits after feeding, he told ABC News.

It?s very rare for a child with the syndrome to be unable to eat many other foods aside from milk or soy, he said.

?Usually if you can?t tolerate many foods, it?s related to your bowel itself,? said Burks, who has not treated Michael and did not comment on his case specifically. Most children grow out of the syndrome by age three to five, he added.

A child?s food allergies cost her parents on average $4,000, mainly due to lost income as parents switch jobs or work less, ABCNews.com reported in December.

From birth, Michael wasn?t like other babies, his parents said. He threw up after every feeding and his parents worried he?d starve.

?Babies are supposed to be happy. He wasn?t. Every time you fed him, he got worse. He was mad,? the boy?s mother told KSTP.

Michael?s parents discovered Neocate Junior when he was 11 months old, and it helped, they said ? until the company changed the packaging.

A spokeswoman for Nutricia cited a statement posted to the company?s website saying that the product formulation and ingredients for Neocate Junior Unflavored remained the same, though packaging graphics were redone in August. However, the company said it has received 14 similar complaints. Nutricia says it worked with the FDA to investigate the problem, and found that the formula recipe remained unchanged, said the spokeswoman, who asked not to be quoted by name.

The company released this statement about the case to ABCNews.com:

?We understand this is a challenging time for the Gonzalez family. We are connecting the family and their physician with the right clinical experts so they can partner on finding alternative nutritional solutions. This is in keeping with our mission to help provide nutritional solutions to children with very sensitive and specialized conditions.?

While his parents wait for medical help, meanwhile, Michael continues to live in a world without regular food.

?He doesn?t know what real juice tastes like, or real milk,? said Jennifer Gonzalez.

(AP) ? Republicans and other fiscal conservatives keep insisting on more federal austerity and a smaller government. Without much fanfare or acknowledgement, they've already gotten much of both.

Spending by federal, state and local governments on payrolls, equipment, buildings, teachers, emergency workers, defense programs and other core governmental functions has been shrinking steadily since the deep 2007-2009 recession and as the anemic recovery continues.

This recent shrinkage has largely been obscured by an increase in spending on benefit payments to individuals under "entitlement" programs, including Social Security, Medicare, Medicaid and veterans benefits. Retiring baby boomers are driving much of this increase.

Another round of huge cuts ? known in Washington parlance as the "sequester" ? will hit beginning March 1, potentially meaning layoffs for hundreds of thousands of federal workers unless Congress and President Barack Obama can strike a deficit-reduction deal to avert them.

With the deadline only a week off, Obama and Republicans who control the House are far apart over how to resolve the deadlock. While last-minute budget deals are frequent in Washington, neither side is optimistic of reaching one this time.

Even as the private sector has been slowly adding jobs, governments have been shedding them, holding down overall employment gains and keeping the jobless rate close to 8 percent, compared with normal non-recessionary levels of 5 to 6 percent that have prevailed since the 1950s.

"It's a massive drag on the economy. We lost three-quarter million public-sector jobs in the recovery," said economist Heidi Shierholz of the labor-friendly Economic Policy Institute. "We're still losing government jobs, although the pace has slowed. But we haven't turned around yet."

A larger-than-usual decline in federal spending, notably on defense programs, helped push the economy into negative territory in the final three months of 2012. Economic growth, meanwhile, has been inching along at a weak 1-2 percent ? not enough to significantly further drive down the national unemployment rate, which now stands at 7.9 percent.

Although federal spending is projected to decline from 22.8 percent of the gross domestic product recorded last year to 21.5 percent by 2017, it still will exceed the 40-year-average of 21.0 percent, according to the nonpartisan Congressional Budget Office. Spending peaked at 25.2 percent of GDP in 2009.

The budget office also said the economy is roughly 5.5 percent smaller than it would have been had there been no recession.

The Defense Department already has made deep spending cuts, and outgoing Defense Secretary Leon Panetta said 800,000 civilian Pentagon employees were notified this week they likely are to be placed on periods of unpaid leave due to lawmakers' failure to act.

The recent downsizing in government is most pronounced at the state and local levels. Most states have constitutional or statutory requirements for balanced budgets.

That means nearly all states are prohibited from running budget deficits, while the federal government is not.

Not only can the federal government run deficits, but it can print money ? through actions by the Federal Reserve ? something states are prohibited from doing.

Those calling for a smaller government mostly don't take notice of the wave of recent cutbacks. Their clarion call remains Ronald Reagan's mantra: Government doesn't solve problems, it is the problem.

"This spending issue is the biggest issue that threatens our future," House Speaker John Boehner, R-Ohio, says. "When are we going to get serious about our long-term spending problem?"

And Florida Sen. Marco Rubio of Florida, delivering the GOP response to Obama's State of the Union address, said "a major cause of our recent downturn was a housing crisis created by reckless government policies."

Soaring recent government deficits are partially a side effect of the worst recession since the 1930s, which took a huge bite out of tax revenues at the same time spending increased on recession-fighting programs like unemployment compensation and stimulus measures under both Presidents George W. Bush and Obama.

"The problem going forward is one of demographics and rising health care. It is the baby boom generation retiring," said Alice Rivlin, a White House budget director under President Bill Clinton. "It's the fact that everybody is living longer."

Republicans argue that entitlement programs should be on the cutting board as well as other government programs. Democrats generally have been more protective of them, although the president and many congressional Democrats acknowledge some paring of these popular programs is in order.

The federal budget deficit for the fiscal year ending Sept. 30 is estimated to be $845 billion ? the first time it's dropped below $1 trillion in five years. But it's on track to rise again as more and more baby boomers retire and qualify for federal benefits and as interest payments on the national debt keep going up.

The national debt first inched past $1 trillion early in the Reagan administration and has grown in leaps and bounds ever since through both Democratic and Republican presidencies. It now stands at $16.6 trillion and is on a path toward soon becoming unsustainable, both parties agree.

Unchecked, entitlement payments will add roughly $700 billion to the debt over the next four years.

For now, though, "the economy is continuing to heal from the worst economic downturn since the Great Depression," top White House economic adviser Alan Krueger says.

Under the sequester law, roughly $85 billion in federal spending would be slashed in the remaining seven months of this fiscal year and a total of $1.2 trillion in cuts over 10 years.

While entitlement programs and uniformed military personnel would be exempt, the rest of the government would be hit with indiscriminate across-the-board cuts.

Obama wants government deficits trimmed through a mix of selective spending cuts and new tax revenues, mostly by ending deductions and tax credits frequently claimed by the wealthiest Americans.

Republicans oppose any new taxes, even if for closing loopholes rather than increasing rates.

The looming spending cuts were first scheduled to take effect on Jan. 1. But they were postponed to March 1 as part of year-end "fiscal cliff" negotiations that also raised tax rates on affluent Americans. Republicans insist that's enough tax increasing for now.
