Dr. Phil: Te'o was victim of girlfriend hoax

NEW YORK (AP) ? Dr. Phil McGraw says Manti Te'o was not involved in setting up the dead girlfriend hoax that became a sensation when it was exposed this month, and that the man who masterminded the scheme did so because he was "deeply, romantically" in love with the Notre Dame linebacker.

McGraw spoke on the "Today" show Wednesday, previewing an interview he did with Ronaiah Tuiasosopo, a California man who set up the fake identity of Lennay Kekua. Tuiasosopo's interview with McGraw will air in two parts on the "Dr. Phil Show" starting Thursday.

Te'o says he thought of Kekua as his girlfriend, though the two had only talked on the phone and exchanged electronic messages, and the story of how Te'o learned Kekua "died" on the same day in September as his grandmother because a major story during the football season.

McGraw says "absolutely, unequivocally" Te'o had no role in creating the hoax. McGraw also says that when he asked Tuiasosopo if he was gay, the 22-year-old initially said yes and then said "I am confused."

Te'o also was asked if he is gay, in an interview with Katie Couric that was broadcast last week. Te'o said "no."

University of Illinois seeks clinical prof for new Elder Financial Justice Clinic

Clinical Professor ? Elder Financial Justice Clinic College of Law University of Illinois at Urbana-Champaign

The University of Illinois College of Law ? a national leader in the field of elder law and policy ? invites applications for a clinical professor to develop and direct an Elder Financial Justice Clinic focused on matters relating to elder financial abuse. Each year, elderly U.S. citizens lose roughly $3 billion through financial frauds perpetrated by strangers, family members, friends, and neighbors. Despite increased attention to the phenomenon of elder financial abuse at the state and federal levels, instances of wrongdoing remain underreported, under-investigated, and under-prosecuted. The primary missions of the Elder Law Clinic will be to educate law students about the prevalence of elder financial abuse, to equip students with the necessary tools to detect, manage, and prosecute instances of wrongdoing, and to represent indigent elderly clients who have been financially victimized. The position is a nine-month appointment as a Clinical Professor. Responsibilities include teaching a classroom component to the Clinic designed to orient students to the problem of elder financial abuse and to develop the necessary skills to detect, manage, and prosecute cases; closely supervising student casework and other matters related to the Clinic?s representation of clients; developing relationships with other entities ? including governmental agencies, advocacy groups, financial services organizations, and other campus units ? that may be in a position to advance the Clinic?s mission; and undertaking administrative responsibilities relating to management of the Clinic. The successful candidate must be licensed to practice law (or in a position to secure licensure) in the state of Illinois; experienced in the area of civil or criminal litigation ? ideally, with prior exposure to the field of fraud; and able to work effectively with students, clients, the bench and bar, other faculty members, and the broader community. Previous experience with clinical education is preferred, but not required. Salary is dependent upon experience.

Business in the Backcountry, Part II

When he?s not climbing or skiing, Kim Miller can be found at the helm of SCARPA North America (a Verde PR client), where he serves as CEO.

Kim is a veteran of the outdoor and snowsports industries. Prior to working for Chouinard Equipment (the company that lead to Black Diamond Equipment), Kim owned an outdoor and snowsports retail store in his hometown of Denver, Colo., served many years as a rep, ski guide and Outward Bound instructor, and now serves on the board of directors of SnowSports Industries America (SIA).

SCARPA, located in Boulder, Colo., is a mountain-footwear brand in the outdoor and snowsports markets and is a leading boot manufacturer for alpine touring, telemark and now, Freeride boots.

Like many other vendors in the outdoors and snowsports markets, Kim and his team at SCARPA wrestle with the responsibility of growing participation numbers in backcountry skiing while concurrently working to educate a growing (and sometimes less experienced) customer base.

Fortunately for of us, Kim had a front-row seat to a similar situation back in the early 1990?s late 1980s with the explosion of growth in rock climbing, while he was working with Black Diamond. Today, he walks us through the parallels of those career experiences in this post. By studying the past, Kim hopes, the industry will collectively shorten the end-consumer learning curve around being safe in the backcountry.

In the late 80s and early 1990?s, climbing gyms were being built in droves in urban locations, which catalyzed a surge in growth for sport climbing (where a climber ascends a route clipping bolts rather than placing gear). More people took skills from the indoor-climbing environment straight out to the crags. Not surprisingly, the industry began to have to deal with liability, risk management and end-consumer education around a technical product category being used in a highly risky sport. Access was also a growing issue. Sound familiar?

To Kim, it certainly is. The experience of the outdoor industry around that growth, Kim said, carries many parallels to what?s happening in both the snowsports and outdoor markets regarding growth in participation and product innovation in backcountry skiing and riding.

To keep it simple, Kim has identified three areas of focus that we, as united industries, can have to shorten the learning curve with this growth:

Vendor and Retailer Education Efforts Around How To Use the Gear
It?s super important to educate the end consumer on what the gear can do and what it?s limitations are and there are many avenues for this, Kim says. Hangtags, rep education efforts, retail clinics, professional climbing schools and guides, shared resources (in print and online) for retailers to use; all will make a large impact on the education efforts of newcomers to the backcountry.

In the climbing market like backcountry, gear innovation drives sales and moves the sports forward. As concern about safety grew, many new innovations often evolved around engineering out as much human-error potential as possible (remember the introduction of the doubled-back harness system?). Another example would be belay devices . New innovations appeared, such as the mechanized belay devices that were easier to use and safer, but consumers didn?t know how to use them, which negated any safety innovation.

We?re all witnessing multiple vendors roll out new products that are making it easier than ever to transition from in-area to backcountry skiing and riding. Does the consumer know what the limitations are to this gear? What systems work together? How to use it properly?

In the climbing market, manufacturers and sales teams worked closely together to educate retailers, who in turn were able to offer more education to customers around how to properly use the equipment. Guides services and climbing schools also played a major role in the education process. The goal was a consistent and constant safety message across all groups. Social media exists today and didn?t back then, so ideally, the reach of the vendor, rep and retailer is even stronger. Making a concerted effort around education of how to use the products safely, as a united front, will get consumers educated faster and cut back on accidents.

Online and Print Magazines Can Direct Editorial Coverage to Safety Topics and How-To?s for Using Gear
The endemic outdoor media was highly proactive about offering editorial space to product education and correct usage. ?For example, Rock & Ice Magazine published an educational summary on ?Accidents of North American Mountaineering,? regularly. In this feature, the editorial staff would share an accident from the book, and walk the readership through how the accident could have been avoided. What can the outdoor and snowsports endemic media and online influencers do to use their reach to create more end-consumer awareness?

Athletes and ambassadors, as well as writers and media, are influencers to the growing ranks of backcountry skiers and riders. With social media, they also have much greater reach. Using this reach to educate consumers is a key path to education and awareness.

Provide More Uphill Access at On-Snow Resorts to Build More Awareness Around Snow Conditions and Real-World Usage of Gear
Climbing gyms created a point of entry for new consumers and those consumers had to learn basic skills to climb in the gyms. Uphill passes at on-snow resorts can accomplish this as well.

Many resorts do not allow uphill access for liability reasons. Kim wants to remind resort owners that at one time, they were also unwilling to open access to snowboarders and many were averse to building terrain parks. Both, once accepted and offered to the consumer, have become strong revenue streams and points of entry for new enthusiasts to the snowsports market. Uphill pass programs can follow this same trajectory. Uphill programs at resorts, especially when done with vendor and instructional partners (such as the Colorado Avalanche Information Center and ski guides), can make a strong positive impact in terms of offering real-world education to a fledgling backcountry aficionado.

SCARPA and Crested Butte Mountain Resort partner for the resort?s uphill pass program. This effort, Kim says, is critical to enable education around gear usage and critical time ?spent on snow? for backcountry enthusiasts looking to hone their skills for more remote terrain. He compares consumer education around safety in the backcountry to a pilot flying a plane. Pilots quantify experience by flight hours ? real-world experience. The same is needed for consumers to develop a stronger sense of safety in terms of accountability with ski and ride partners, gear usage, understanding snow conditions and how the conditions can change so often even during one outing and navigating different terrain.

An uphill pass program should be promoted industry-wide, Kim says, for many reasons. An increase in participation will result as will a testing and training ground for consumers who want a real-world classroom to turn experience into skills.

Bottom line? We?re all experiencing what Kim calls ?Backcountry Skiing 2.0.? It?s a natural evolution of where the sport is headed. The industries, collectively, have seen this coming for years. Collectively, we have all worked together to make the accessing backcountry easier and to make being in the backcountry more aspirational. It?s up to the outdoors and snowsports markets today to work closely together to make the awareness and educational resources available to the end consumers. The time is now.

LOS ANGELES (AP) ? Now it's time to say goodbye to "Epic Mickey."

The interactive division of the Walt Disney Co. announced Tuesday that it is closing Junction Point Studios, its Austin, Texas-based developer that created 2010's "Disney Epic Mickey" and its 2012 sequel "Epic Mickey 2: The Power of Two."

Disney said the closure is part of its "effort to address the fast-evolving gaming platforms and marketplace" and to align its resources with its key priorities.

"We're extremely grateful to Warren Spector and the Junction Point team for their creative contributions to Disney with 'Disney Epic Mickey' and 'Disney Epic Mickey 2,'" the studio said in a statement.

Disney acquired Junction Point in 2007. The studio was led by "Deus Ex" and "Thief" creator Warren Spector.

Both "Epic Mickey" games were set in a twisted version of Disneyland called Wasteland and featured Mickey Mouse and Oswald the Lucky Rabbit as protagonists.

"I said to myself as Junction Point embarked on the 'Epic Mickey' journey that, worst case, we'd be 'a footnote in Disney history,'" Spector posted Monday on Facebook. "Looking back on it, I think we did far better than that. With Mickey Mouse as our hero, we introduced a mainstream audience to some cool 'core game' concepts ? and, most especially, we restored Oswald the Lucky Rabbit to a place of prominence."

The first "Epic Mickey," which was released only for the Nintendo Wii, was the sixth best-selling game the month it was released in 2010. "Epic Mickey 2," which was available for the Wii, as well as the Sony PlayStation 3 and Microsoft's Xbox 360, didn't crack the top 10 when it was released last November, according to gaming industry tracker NPD Group.

Disney unveiled plans earlier this month for a new franchise combining a toy line and a game called "Disney Infinity," similar to "Skylanders" from Activision-Blizzard Inc. "Infinity" is being developed by Disney's Salt Lake City, Utah-based developer Avalanche Software and is set to debut in June alongside "Monsters University," the 3-D prequel to the 2001 Disney-Pixar film "Monsters Inc."

Engineers use evolution to improve solar cell design

Scientists are using principles of natural selection to evolve a more efficient solar cell.

Engineers at Northwestern University wrote a computer program that "mates" design elements and assesses the fitness of their "offspring" to come up with the most efficient possible organic solar cell. Organic solar cells are made with the so-called organic elements ? carbon, oxygen and nitrogen ? and are cheaper to make, lighter and more flexible than the traditional silicon cells available in solar panels today.

Organic cells aren't as efficient at turning the sun's energy into electricity as silicon cells, however. Many research groups are working to improve organic solar cells' efficiency. If they work well, such cells could go into? electricity-producing windows ?or clothes.

In their work, the Northwestern researchers focused on the top layer of an organic solar cell, called the scattering layer, which traps photons from sunlight. They wanted a scattering layer that would hold photos for a greater amount of time.

"We wanted to determine the geometry for the scattering layer that would give us optimal performance," Cheng Sun, a mechanical engineer and one of the creators of the new organic solar cell,? said in a statement. "But with so many possibilities, it's difficult to know where to start, so we looked to laws of natural selection to guide us."

Sun and his colleagues' program simulated more than 20 generations of matings to come up with their final design. The program also mimicked the biological processes of mutation and an exchange of traits called crossing over.

The resulting design traps photons for three times as long as the Yablonovitch Limit, which describes how long a photon is likely to stay in a semiconducting material. Researchers have only been able to reach and break the Yablonovitch Limit in the last few years.?

The engineers? published their work ?Jan. 3 in the journal Scientific Reports.

In breast cancer metastasis, researchers identify possible drug target

Jan. 27, 2013 ? The spread of breast cancer to distant organs within the body, an event that often leads to death, appears in many cases to involve the loss of a key protein, according to UC San Francisco researchers, whose new discoveries point to possible targets for therapy.

In the January 27, 2013 online edition of Nature Cell Biology, UCSF scientists describe for the first time how the protein, known as GATA3 -- which is abnormal or absent in many cases of human breast cancer -- normally acts downstream in biochemical pathways to prevent the distant spread of cancer, an event called metastasis.

The discovery points to a biochemical control point that simultaneously holds in check several key events required for tumor cells to successfully spread.

"When GATA3 is present, it turns off many genes that are active in metastasis," said Zena Werb, PhD, a UCSF professor of anatomy who led the research. "We now have identified the molecular mechanisms involved."

The key finding of the new study is that GATA3 acts downstream biochemically to activate a molecule -- obscure until now -- called microRNA29b. MicroRNA29b in turn stops protein production from other genes that play vital roles in metastasis.

The absence or loss of GATA3 can free cancerous cells to break free from their defined roles and tethers within a tumor, to move away from the tumor mass, to induce cancer-promoting inflammation, and to stimulate the development of new blood vessels that can help spreading cancerous cells regrow as tumors in new locations.

"People knew that some of these genes were turned on in some cancers, but they did not know they were turned on because GATA3 and microRNA29b were turned off," Werb said. "If you have 20 genes that are becoming less active all at once due to microRNA29b, it could have a profound effect."

Working with mice, the researchers found that restoring microRNA29b to one of the most deadly types of breast cancer stopped metastasis. But the researchers also found that if they knocked out the microRNA29b, tumors spread even in the presence of GATA3, suggesting that microRNA29b can be the driver of metastasis.

In the mouse models of breast cancer studied by Werb's team, GATA3 normally restrains cancerous cells from breaking away from the main tumor and migrating to other organs.

It might be possible, Werb said, to develop drugs that inhibit breast cancer metastasis by re-activating these controls in cancerous cells that have lost the normal protein.

Many researchers who study early stages of cancer focus on abnormal genes and proteins that cause cells to expand their numbers rapidly, a hallmark of cancer.

However, the ability to spread to distant places and to eventually cause lethal complications requires not only cell division and tumor growth, but also changes in how the cancerous cell negotiates with its surroundings. This relationship must be altered to permit cancer to spread, according to earlier research findings by Werb and others.

"Many of the key processes in cancer that GATA3 suppresses take place outside the cell, in the surrounding environment," she said.

GATA3 is a master control for luminal cells, which line the milk-carrying ducts of the breast. In essence, GATA3 dictates the defining characteristics of a normal breast cell, Werb said.

Luminal breast cancers are the most common form of the disease, and the hormones estrogen and progesterone drive their growth. Loss of the normal GATA3 protein as luminal breast cancers evolve is associated with a greater risk of death, Werb said, and occurs in roughly 10 percent of luminal breast cancer cases.

But, along with many other proteins, GATA3 also is absent in "triple negative," breast cancers, which are more often fatal. Triple negative breast cancers, which disproportionately affect black women and younger women, do not depend on the hormones, nor do they require a third growth factor, called HER2.

Triple negative breast cancers, which account for roughly one-in-five breast cancers, have been more difficult to target successfully with newer treatments.

"The targeting we would like to do is to give back microRNA29b specifically to breast tumor cells to prevent metastasis," Werb said.

A look at notable deadly nightclub fires

A fire that swept through a crowded nightclub in southern Brazil early Sunday and killed more than 230 people appears to be the deadliest in more a decade. Here is a look at some of the biggest nightclub fires in the past century:

? A blaze at the Lame Horse nightclub in Perm, Russia, broke out in December 2009, when an indoor fireworks display ignited a plastic ceiling decorated with branches, killing 152.

? A December 2004 fire killed 194 people at an overcrowded working-class nightclub in Buenos Aires, Argentina, after a flare ignited ceiling foam.

? A nightclub fire in the U.S. state of Rhode Island in 2003 killed 100 people after pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling.

?In China's worst nightclub disaster in recent years, a fire blamed on a welding accident tore through a disco in the central city of Luoyang in December 2000, killing 309 people.

Police up death toll to 245 in Brazil club fire

BRASILIA, Brazil (AP) ? A fire swept through a crowded nightclub in southern Brazil early Sunday, killing at least 245 people and leaving at least 200 injured, police and firefighters said.

Police Maj. Cleberson Braida told local news media that the 245 bodies were brought for identification to a gymnasium in the city of Santa Maria.

That toll would make it one of the deadliest nightclub fires more than a decade.

The cause of the fire is not yet known, officials said. Officials earlier put the death toll at 180.

Civil Police and regional government spokesman Marcelo Arigoni told Radio Gaucha earlier that the total number of victims is still unclear and there may be hundreds injured,

The newspaper Diario de Santa Maria reported that the fire started at around 2 a.m. at the Kiss nightclub in the city at the southern tip of Brazil, near the borders with Argentina and Uruguay.

Rodrigo Moura, whom the paper identified as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000, and partygoers were pushing and shoving to escape.

Ezekiel Corte Real, 23, was quoted by the paper as saying that he helped people to escape. "I just got out because I'm very strong," he said.

"Sad Sunday", tweeted Tarso Genro, the governor of the southern state of Rio Grande do Sul. He said all possible action was being taken and that he would be in the city later in the day.

Santa Maria is a major university city with a population of around a quarter of a million.

A welding accident reportedly set off a Dec. 25, 2000, fire at a club in Luoyang, China, killing 309.

Cop jumps from car to tackle moving motorcyclist

An officer pursuing a potentially stolen motorcycle in Mission Valley, San Diego, was dragged down a street after attempting to stop the motorist, according to the San Diego Police Department.

The pursuit began late Thursday at about 10 p.m. near Mission Center Road and Hazard Center Drive, police said.

The officer was responding to a report of a stolen motorcycle when he saw the motorcycle and began following it.

The motorcyclist fled up the hill to Murray Ridge Road.

In an attempt to stop the motorcyclist, the officer jumped from his patrol car and grabbed the motorcyclist.

The motorcyclist continued to flee with the officer still holding on. The officer was dragged for an unknown distance until the motorcyclist lost control and crashed, police said.

Authorities took the motorcyclist into custody.

The officer was not injured, however there were three incidents earlier this week in which officers were injured on the job.

On Monday, an officer was punched during a scuffle with a suspect outside a convenience store at Florida and El Cajon Boulevard in University Heights.

Then, later the same day, a woman was arrested for battery on a peace officer after she punched the officer at the downtown trolley station at American Plaza and India Street.

The next day, an officer was attacked by a man along the side of the road in Mission Bay. Authorities on the scene said a father trying to drive his 21-year-old son to a mental health facility crashed the car after the son became violent.

Brooke Shields signs up for a hitch on Lifetime's "Army Wives"

LOS ANGELES (TheWrap.com) - Brooke Shields has signed up for the Air Force - or at least the Air Force as it's portrayed on "Army Wives."

"Pretty Baby" star Shields will join the cast of the Lifetime series for its seventh season, the network said Thursday.

Shields will play Katherine "Kat" Young, a brash, brilliant Air Force colonel and crack C-17 pilot who clashes with Gen. Michael Holden (Brian McNamara) shortly after arriving at Joint Base Marshall Bring.

But after Young and Holden's Air Force-Army rivalry gets underway, Holden discovers that Young has a tragic past -- and more in common with him than he first thought.

The ABC Studios-produced "Army Wives" returns for its seventh season March 10 at 9 p.m. with a drastically revamped cast. In addition to Shields, singer/actress Ashanti, Torrey DeVitto of "Pretty Little Liars," Bring It On" alum Elle McLemore and singer Jesse McCartney have joined the cast. Meanwhile, Kim Delaney has departed the series, and former series regular Sally Pressman will only appear "in several episodes" of the new 13-episode season.

"We're all very excited about season seven, in which a new tribe emerges from the shadow of tragedy," executive producer Jeff Melvoin said of the upcoming season on Wednesday.

Gingrich won?t run for U.S. Senate in Georgia

Newt Gingrich's spokesman confirmed Friday that the former presidential candidate and U.S. House member from Georgia will not be a candidate for the U.S. Senate.

Hammond tweeted the news following Republican Sen. Saxby Chambliss' announcement that he will not be running for re-election in 2014. Gingrich had previously indicated he wasn't interested in the seat.

Democrats are already expressing optimism about the open seat race.

Guy Cecil, executive director of the Democratic Senatorial Campaign Committee, released the following statement Friday:

Georgia will now offer Democrats one of our best pick-up opportunities of the cycle. There are already several reports of the potential for a divisive primary that will push Republicans to the extreme right. Regardless, there?s no question that the demographics of the state have changed and Democrats are gaining strength. This will be a top priority.

As terabit speeds go, Huawei's latest fiber feat falls on the lower end of recent industry achievements. At 2Tbps, the Chinese company's field test -- one it's hailing as a "world's first" -- comes nowhere close to the 100Tbps-plus experiments conducted by the likes of NEC and NICT. But top speed isn't entirely the point here; real-world performance is. By leveraging existing fiber infrastructure owned by Vodafone across portions of lower Germany, Huawei was able to successfully demonstrate two record-breaking, 200G transmissions: one spanning 1,500km and the other 3,325km over an "ultra-long-haul solution." To give you a bit of perspective on just what sort of data haul theoretical networks of this kind can achieve, Huawei claims this ultra-fast connection is "equivalent to downloading 40 HD videos in once second." Impressive, indeed. But don't go ditching that TWC wideband or FiOS contract just yet. While it's nice to know this tech exists, practical deployment is still a ways off. Until then, gigabit's the buzz word.

Huawei and Vodafone Complete World's First 2 Tbit/s WDM Field Trial


Shenzhen, China, 24 January 2013:

Huawei, a leading global information and communications technology solutions provider, and Vodafone, one of the world's largest mobile communications companies, today announced the successful trial of 2 Tbit/s optical fiber transmission technologies on Vodafone's live network. The field trial achieved 2 Tbit/s transmission capabilities of over 3,325km. This provides a data highway capacity 20-times higher than current commercially deployed 100Gbit/s systems and has a speed equivalent to downloading 40 HD videos in one second. This marks an important step forward for optical transport technology advances beyond 100G.


Traffic on carrier backbone networks is growing exponentially, driving global momentum for commercial 100G deployments and attracting attention on optical transport beyond 100G. Riding on cutting-edge technologies such as flex oDSP, super SD-FEC, and flex modulation format, this field trial achieved a record-breaking transmission distance of 1,500 km using a super-channel PDM-16QAM-based high spectral efficiency solution, and a second record-breaking transmission distance of 3,325 km using a super-channel Nyquist PDM-QPSK-based ultra-long-haul solution. Both transmissions were on a link with G.652 fibers and erbium-doped fiber amplifiers (EDFAs) without electrical regeneration. The link used in the trial was on Vodafone's backbone network, passing through a few cities across middle and south Germany.


"We are at the forefront of global 100G deployments, and have taken the lead in delivering key breakthroughs in technologies beyond 100G. Through collaboration with Vodafone and other leading international operators and customer-centric R&D, Huawei is always ready to build advanced optical networks for customers," said Jack Wang, president of Huawei's transport network product line.


To help customers optimize their overall technical architecture and adopt next-generation transport networks, Huawei conducted the world's first 2T WDM field trial and pan- European 400G field trial in 2012, and also unveiled a series of scientific research achievements in optical transmission. According to Ovum, Huawei ranks No. 1 in the WDM/OTN, 40G, 100G, and global optical network markets, as of Q3 2012.

Sen. Saxby Chambliss to Retire Ahead of Tough 2014 Primary

Sen. Saxby Chambliss, R- Ga., likely facing a formidable primary challenge from the right, announced this morning that he is retiring and won't run for reelection in 2014.

In a statement Chambliss slammed "legislative gridlock and partisan posturing," saying he does not see the climate on Capitol Hill improving any time soon.

"This is about frustration, both at a lack of leadership from the White House and at the dearth of meaningful action from Congress, especially on issues that are the foundation of our nation's economic health," the senator wrote. "The debt-ceiling debacle of 2011 and the recent fiscal-cliff vote showed Congress at its worst and, sadly, I don't see the legislative gridlock and partisan posturing improving anytime soon."

Chambliss would likely have faced a tough primary challenge in 2014.

During the recent standoff over the fiscal cliff, he famously was one of the few Republicans who spoke publicly about believing that his hands were not tied by anti-tax crusader Grover Norquist tax pledge.

Tea Party Express Chair Amy Kremer targeted Chambliss on CNN after his vote in favor of the fiscal cliff deal.

"It's unacceptable to have somebody who votes with the Democrats more than they do with the conservatives, and he has proven time and time again he is all about the spending," Kremer told CNN earlier this month. " We're a red state, we deserve a conservative senator."

Polling groups had already begun to examine Chambliss' chances in 2014 before the end of 2012, with one group claiming he would be "very vulnerable" to hypothetical primary challengers like Herman Cain.

The Democratic Senatorial Campaign Committee released an optimistic statement in light of Chambliss' stepping down.

""Georgia will now offer Democrats one of our best pick-up opportunities of the cycle," said Guy Cecil, DSCC executive director. "There are already several reports of the potential for a divisive primary that will push Republicans to the extreme right. Regardless, there's no question that the demographics of the state have changed and Democrats are gaining strength. This will be a top priority."

The senator was a part of the so-called "Gang of Six," a bipartisan group of senators who were always working behind the scenes during the supercommittee negotiations, the debt ceiling debate and the fiscal cliff talks, toward finding a long-term deficit reduction plan. In May of that year, Chambliss found himself facing some unseasonably cold shoulders in Atlanta after his participation on that committee.

Chambliss, the senior Senator from Georgia was elected into the Senate in 2002, after previously serving in the House of Representatives since 1995.

The senator will depart at the end of his current term.

National Republican Senatorial Committee Chair Jerry Moran thanked Chambliss for his service in a statement today.

"What doesn't change with today's announcement is the reality that the Democrats have a very uphill battle to try wresting this seat from Republican hands," Moran, R-Kan., promised. "Georgia is a red state that rejected President Obama and his liberal agenda by almost 10 points last November. While we take no race for granted, I look forward to the debate between a Republican candidate who believes in reining-in wasteful Washington spending, growing jobs and protecting the Second Amendment, versus a liberal Democrat who will be a loyal rubber-stamp for President Obama in Washington."

Former House Speaker Newt Gingrich will not be trying to take Chambliss' place in the upcoming race, according to a tweet from his spokesman.

N.M. Rep Takes Heat for Abortion Bill

New Mexico State Rep. Cathrynn Brown has come under attack for a bill she recently introduced that would brand survivors of rape and incest who become pregnant and chose to have abortions as felons.

On Wednesday, Brown, a Republican from Carlsbad, submitted House bill 206, which equates a pregnancy resulting from rape or incest as evidence, meaning that terminating the pregnancy would constitute destruction of evidence.

"Tampering with evidence shall include procuring or facilitating an abortion, or compelling or coercing another to obtain an abortion of a fetus that is the result of criminal sexual penetration or incest with the intent to destroy evidence of the crime," the bill reads.

A spokeswoman from NARAL, which supports abortion rights, said the group was keeping an eye on the legislation.

"Any elected official who wants to put criminal liability on survivors of rape or incest is cold-blooded," said Donna Crane, policy director for NARAL Pro-Choice America.

The New Mexico Democratic Party pegged the bill as another attack in the "war on women."

"This is a sad day for women, and really a sad day for all New Mexicans," Javier Gonzales, chairman of the New Mexico Democratic Party, wrote in a statement Thursday. "Instead of focusing on the No. 1 priority of bringing jobs to New Mexico, Republican lawmakers continue their war on women by introducing this atrocious piece of legislation. It's like Republicans were wearing blinders when the results came in last November, because Republicans lost numerous seats on this very issue, but they apparently did not get the message."

Brown's office responded today, saying any characterization of the bill as targeting survivors was "a misinterpretation of the intent of the legislation." The Current-Argus of Carlsbad reported that Brown blames "a drafting error" for this mistake.

Brown plans to submit a new bill "to make the intent of the legislation abundantly clear."

"House Bill 206 was never intended to punish or criminalize rape victims," Brown said in a statement emailed to ABC News. "Its intent is solely to deter rape and cases of incest. The rapist - not the victim - would be charged with tampering of evidence."

Scott Forrester, spokesman for the Democratic Party of New Mexico, said the party "would have to look at any new legislation introduced."

"But this is what she introduced," Forrester said of House bill 206. "This is what New Mexicans are seeing, and they're outraged by what Rep. Brown has introduced."

Constituents and critics outside New Mexico took to Brown's Facebook page to express that outrage. Many took personal digs at the Republican state lawmaker, even going so far as to comment on a recent picture of her son's graduation, asking, "Are you teaching your son to be a rapist?"

Nine representatives co-sponsored the legislation, according to Forrester. But with a Democratic majority in both New Mexico's House and Senate, the bill wouldn't seem to have much chance of passing.

West Coast gets swing at San Francisco jazz center

SAN FRANCISCO (AP) ? Full of shimmer and swing, San Francisco's sleek new jazz concert hall opened Wednesday with an opening night gala featuring McCoy Tyner, Chick Corea and Esperanza Spalding aimed at cementing respect for and expanding the reach of the jazz idiom on the West Coast.

Called SFJAZZ Center, the 700-seat specially designed concert hall nestled in the heart of the city's arts district was brightly lit amid a light rain and attracted a crowd of hundreds with a high-energy, inaugural celebration emceed by Bill Cosby.

Cosby played percussion during the night's first number, along with several others including Oakland percussionist John Santos.

"This is just fabulous, it's a tremendous opportunity for everyone here," Santos said.

Billed as the first freestanding building in the West built for jazz performance and education, the center opened Wednesday after raising more than $60 million over more than a decade to build a home for SFJAZZ, the nonprofit that puts on the city's jazz festival.

A building that stood opposite the hall was decked out with giant black-and-white photographs of jazz greats.

"This is the revival of the jazz scene in San Francisco," said attorney and attendee Kirk Boyd.

After three decades of renting trucks to drop off pianos and drums for gigs at outside venues, spokesman Marshall Lamm said the organization was delighted to open a permanent home, which soon will boast a New Orleans-style cafe and cocktail lounge led by The Slanted Door's chef Charles Phan.

"It's just not like someone inherited some money and they built a building," said San Francisco bassist, jazz composer and bandleader Marcus Shelby. "This a concept and idea and practice that has been developed for decades and this building is the result of all of that hard work to give the West Coast a venue that has to be respected."

Wednesday, the show drew celebrities including Tom Waits, Danny Glover, Amy Tan, former Secretary of State George Shultz and hundreds of other jazz aficionados.

The venue will need to play multiple, distinct roles: attract exclusive, high-level performers, support local musicians and school groups such as the SFJAZZ High School All-Stars and celebrate the legacy of the city's Fillmore District.

A half-century ago, hundreds of black-owned businesses including jazz and blues nightclubs thrived in the Fillmore, then nicknamed "Harlem of the West." After the government decreed the area blighted, wrecking balls erased many such hotspots and forced thousands of people from the neighborhood through eminent domain. After a decades-long urban renewal project by the federal and local governments, the Fillmore was reshaped ? and gradually jazz clubs have started coming back.

None, organizers say, will have the weight and promise of SFJAZZ Center, whose acoustics are custom designed to showcase the sound coming off the stage and enhance the listener's experience.

"For the musicians to flow, it requires a stage where you can hear very clearly, " said Sam Berkow, who designed the acoustics and sound system for SFJAZZ Center as well as Jazz at Lincoln Center. "For the audience watching the band, with seating around the stage you'll get that collective sense of the listening experience, which is important when musicians are not just playing a chart but offering a solo in response to the crowd's energy."

LONDON (Reuters) - Britain's government borrowed slightly more than expected in December as spending grew faster than income in a struggling economy, thwarting efforts to erase a large budget deficit.

ECONOMISTS' VIEWS

PETER DIXON, COMMERZBANK:

"One month's figures don't tell you the full story but I think what is interesting is that you now have a view for the whole of calendar 2012.

"Looking at the figures, it does suggest that PBRS declined to about 100.9 billion, which I think is 6.4 percent of GDP, which represents a considerable improvement on the figure of 7.9 percent the previous calendar year.

"There are indications that the UK public finances are improving. They are not improving as rapidly as the authorities want them to but they are moving in the right direction and I think it all goes to confirm my long-standing view that the public sector finance correction process is going to be long and drawn-out. We can't expect any magic bullet to resolve that problem for us."

"There's clearly no need to intensify the fiscal squeeze in order to placate the ratings agencies because I think that would be a self-defeating policy... I don't think there is a huge amount of room for a fiscal relaxation but at the same time, I think the prospect of tightening is not a likely one.

"It's often forgotten or often overlooked that the reason why UK growth was so sluggish last year was not really down to state sector...it was basically the weakness of the euro zone which killed imports... On the assumption that we get a bit more growth, certainly we ought to get a bit of boost to the revenue side of the account."

JAMES KNIGHTLEY, ING:

"The disappointment has come from the tax side mainly, with income tax revenues, corporation tax revenues and VAT revenues all down on the same period for financial year 2011/12.

"This highlights the weak state of the UK economy and the fact that austerity measures are failing to generate the improvement in government finances that were hoped for.

"Government cash outlays are down, but this is purely down to lower interest costs resulting from the plunge in gilt yields, helped by Bank of England purchases and the UK's relative safe haven status. However, the question is how long the UK can hold onto its AAA status.

"With the United States and France having been downgraded by one ratings agency in the past couple of years, another disappointing UK borrowing number and a widely expected contraction in fourth quarter GDP on Friday will intensify the threat of the UK suffering the same fate."

GEORGE BUCKLEY, DEUTSCHE BANK:

"The UK budget deficit - PSNB ex financial sector interventions - came in broadly as expected ... in December.

"Since the figures are non-seasonally adjusted we have to compare that number with the previous December. It was 0.6 billion pounds more, which compares to the average monthly rise in the deficit in the fiscal year to date of about 0.8 billion pounds per month.

"With the November deficit revised down by 1 billion pounds in today's report this is reasonably encouraging news. If in the final three months of the fiscal year 2012-13 we were to see the same average overshoot of the deficit as we have since April, this would lead to a deficit of ?131bn (ex Royal Mail) for the full year. This compares to the OBR's ?108.5bn forecast. Whether this is met will depend crucially on Jan's self-assessment receipts."

TOM VOSA, NATIONAL AUSTRALIA BANK:

"In line with expectations, but we're still trying to work out how the government believes they're going to meet their borrowing requirement this year, because they still seem to be some way off from the target announced in the Autumn Statement.

"The good news is that it suggest the public sector essentially has supported the economy in the fourth quarter and ahead of GDP data on Friday. Again, as we've seen all the way through this age of austerity, the one thing that has really been growing in line with GDP has been public sector spending, and that appears to be continuing.

"But overall, without further downward revision to borrowing data or a significant increase in income in January, it's difficult to see how the government will meet its borrowing targets."

PHILIP SHAW, INVESTEC:

"December's outturn is pretty much in line with market expectations. Going back, the revisions are modestly favourable, but really the deficit is still in line to overshoot the Office for Budget Responsibility's forecasts from the autumn statement last month.

"There are no signs of progress in the public finances ... following the widening trend in the deficit through much of last year.

"Really what the chancellor (George Osborne) must be hoping for is a resumption of growth, not least to get borrowing down.

"We are of the view that fourth quarter 2012 will be close to flat. Perhaps relative to consensus that is not a bad out-turn, but in absolute terms it is extremely disappointing."
