UK economy shrinks by 0.2 pct in 4th quarter (AP)

LONDON ? Britain's economy shrank by 0.2 percent in the last three months of 2011, official data showed Wednesday, a worse than expected result that raises fears of a recession and could see the Bank of England push for more monetary stimulus.

The market consensus had been that the economy would contract by only 0.1 percent in the quarter. For the year, GDP grew by just 0.8 percent, the Office for National Statistics said.

The fourth-quarter drop is likely to confirm analysts' belief that the Bank of England will authorize spending more billions next month to stimulate the economy.

Minutes of the January meeting of the Bank's Monetary Policy Committee showed that, as expected, the nine members had been unanimous in voting not to approve more stimulus.

The Bank had indicated that it would take at least through January to spend the 75 billion pounds in asset purchases approved in October.

Some analysts expect the bank to authorize more purchases next month.

The GDP report showed that Britain's big services sector didn't grow at all in the fourth quarter, while output of production industries, including factories, fell by 1.2 percent.

The International Monetary Fund this week cut its forecasts for the U.K. economy, predicting growth of only 0.6 percent compared with 1.6 percent previously.

Judge forces defendant to decrypt laptop, fuels debate over Fifth Amendment rights

A judge in Colorado yesterday ordered a defendant to decrypt her laptop's hard drive at the prosecution's request, adding new fire to the ongoing debate surrounding consumer technology and the Fifth Amendment. The defendant, Ramona Fricosu, is facing charges of bank fraud, stemming from a federal investigation launched in 2010. As part of this investigation, federal authorities used a search warrant to seize her Toshiba Satellite M305 laptop. Fricosu's legal team had previously refused to decrypt the computer, on the grounds that doing so would violate her Fifth Amendment rights to avoid self-incrimination. On Monday, though, US District Judge Robert Blackburn ruled against the defendant, arguing that the prosecution retained the right to access her device, as stipulated under the All Writs Act -- a law that requires mobile operators to comply with federal surveillance.

"I conclude that the Fifth Amendment is not implicated by requiring production of the unencrypted contents of the Toshiba Satellite M305 laptop computer," Blackburn wrote, adding that there was strong evidence to suggest that Fricosu's computer contained information pertinent to the case. Fricosu's lawyer, Phil Dubois, is hoping to obtain a stay on the ruling, in the hopes of taking the case to an appeals court. "I think it's a matter of national importance," Dubois explained. "It should not be treated as though it's just another day in Fourth Amendment litigation." It remains to be seen whether Dubois succeeds in his appeal, though civil libertarians are already paying close attention to the case, since the US Supreme Court has yet to weigh in on the matter.

Lara Logan says Egypt assault left her with PTSD

Given the horrific sexual assault she survived at the hands of a mob in Cairo, Egypt, it's no surprise Lara Logan is still dealing with the aftermath.

The CBS News correspondent has revealed that she suffers from post-traumatic stress disorder and that memories of the incident continue to haunt her nearly a year after the Feb. 11 attack.

"People don't really know that much about [post-traumatic stress disorder]," she told the New York Daily News. "There's something called latent PTSD. It manifests itself in different ways. I want to be free of it, but I'm not."

The 40-year-old journalist said the nightmares come at unexpected times, for instance, when she's tucking her infant daughter in for bed at night.

"It doesn't go away," Logan noted. "It's not something I keep track of. It's not predictable like that. But it happens more than I'd like."

The battle-hardened war reporter was covering the celebrations in Tahrir Square the night the government of Egyptian president Hosni Mubarak fell when she was surrounded by a group of men who tore her clothes off and, as she told "60 Minutes" in April, for more than 25 minutes "raped me with their hands." Logan admitted she thought she was going to die a "torturous death" and was only saved by some quick-thinking, courageous women who surrounded her until soldiers could pull her to safety.

"When I'm lying there, waiting for my daughter to go to sleep, I have time to think about things. Those can be dark moments," the South African native recalled. "You ranger through, you have to. You're aware of how much you have and it's so much more than what you've lost. You have a responsibility. Life is not about dwelling on the bad."

After spending four days in the hospital and months recovering, Logan told the paper her family has been her greatest source of comfort and support, particularly her U.S. government defense contractor husband, Joe Burkett.

"He understands, he doesn't hide from it, from what happened. He knows everything, more than anyone, what they did to me," she noted.

Here's hoping she can put it all behind her one day.

US warship sails into Persian Gulf amid Iran tension

US Navy officials report the aircraft carrier Abraham Lincoln and its battle group steamed through the Strait of Hormuz into the Persian Gulf Sunday without incident. It's the first US carrier to pass through the Strait since the Iranians threatened to attack the aircraft carrier Stennis three weeks ago, if it attempted to return to the Persian Gulf. Pentagon and US military officials have made it clear that?Iranian threats would not deter the US Navy from operating in international waters in the Strait and the Gulf.


US military officials say the Lincoln, with its guided-missile cruiser and two guided-missile destroyers, saw no sign of the Iranian navy speed boats which occasionally harass US warships as they pass through the Strait. Those incidents have increased, and in fact become somewhat routine since Iran's radical Revolutionary Guard has taken control of Iran's naval forces in the Strait and Persian Gulf.

Navy officials say the Lincoln battle group is in the Gulf on routine and regularly-scheduled exercises.

A second battle group led by the aircraft carrier USS Carl Vinson is in the Northern Arabian Sea conducting flight missions over Afghanistan.

The Texas congressman delivered his concession speech to a roaring crowd by noting that only 37 delegates have been awarded after the first three primary contests, less than two percent of the overall total who will choose the Republican nominee at the party?s convention this summer.

While his opponents turn their attention to Florida?s Jan. 31 primary ? where Paul has said he will not actively campaign ? Paul now looks North and West. He said Saturday night that his goal was to disseminate his unconventional message through amassing as many delegates as possible. Riding into the Republican convention in Tampa this summer with a large number of delegates ensures that Paul is a force to be reckoned with in the Republican Party, which is uncomfortable with many of Paul?s libertarian positions.

?In the beginning, I thought it would just be promotion of a cause,? Paul said in the 17-minute speech. ?Then it dawned on me, when you win elections and you win delegates, that?s the way you promote a cause.?

In the short term, Paul spokesman Gary Howard said the campaign would try to eke out some delegates ? you need 1,144 to win the GOP nod ? from primary states. But Paul may get more traction on Super Tuesday?s March 6 caucuses in smaller states like Idaho and North Dakota, a strategy that worked to candidate Obama?s advantage in 2008. Paul already has started to build substantial organizations in those states.

Over the next two weeks, Paul will invest in caucuses in Nevada on Feb. 4; in Maine from Feb. 4 to 11; and in Colorado and Minnesota on Feb. 7. With visits slated to those states and paid media targeted to them, Paul has made clear he will focus on galvanizing his younger, more independent-minded base for the lower-turnout affairs.

?We will be going to the caucus states ? because that?s the name of the game, and we will pursue it,? he told more than 200 supporters inside a cavernous bar down the street from the state capital.

Caucuses offer the chance to win more delegates at a lower cost. Turnout tends to be much lower at caucuses than primaries, and voters who turn out tend to be more motivated, giving more leverage to a well-organized campaign with passionate supporters like Paul?s.

Greece needs sustainable debt by 2020: German finance minister (Reuters)

BERLIN (Reuters) ? German Finance Minister Wolfgang Schaeuble said on Sunday the crucial factor in negotiations over a debt-swap plan for Greece was that Athens should by 2020 have a sustainable level of borrowing.

"This goal must be achieved," he told German public broadcaster ARD.

Chief negotiators for Greece's private creditors left Athens on Saturday without a deal on a debt-swap plan that is vital to avert a chaotic default, sources close to the talks told Reuters.

A technical team stayed in the Greek capital to work on details, and negotiations will continue over the phone, but it is unlikely a deal can be clinched before a crucial meeting on Monday of euro zone finance ministers, the sources said.

Asked whether a haircut of 70 percent on Greek debt would be sufficient, Schaeuble said: "It depends on the details. The negotiations are continuing."

The International Monetary Fund insists any deal must ensure Greece's debt burden will be cut to 120 percent of gross domestic product by 2020 from 160 percent now, as agreed at an EU summit in October, and has warned that this is made more difficult by a worsening of Athens' economic prospects.

Schaeuble said Greece was having difficulty implementing reforms but would have to; "otherwise, the situation cannot be resolved".

Germany's finance minister also rejected pressure to beef up the euro zone's permanent rescue facility, saying Berlin would stick to the agreement made in December for a lending capacity of 500 billion euros ($646 billion).

"We are sticking to what was agreed in December," Schaeuble said. "In March we will check whether that is sufficient."

The draft treaty establishing the European Stability Mechanism (ESM) will be discussed by euro zone finance ministers on Monday and is likely to be approved by EU leaders at their summit on January 30, euro zone officials have said.

Leaders from the single-currency bloc will review in March whether the limit of 500 billion euros is sufficient.

Markets and the European Commission, the European Central Bank, the United States, Canada and Japan have been calling for the euro zone to bolster the capacity of its bailout funds.

But the euro zone's main paymaster, Germany, remains opposed. Schaeuble said Germany was doing more than its fair share to resolve the euro zone's debt crisis.

"The problems did not emerge in Germany," he said. "We are doing more than all the others and while the European unification has yielded great advantages for us, this does not mean that solidarity is a one-way street."

He also said it was apparent that markets were beginning to regain confidence.

"We are not yet out of the woods but over the last few weeks, many (debt) auctions have shown that the markets are beginning to regain confidence." ($1 = 0.7740 euros)

Picking tomorrow?s top collector cars

An event like the summer's Pebble Beach Concours d'Elegance might still focus on vehicles from the pre-War golden era of coach building.

Okay, just maybe a Saab 9-4X might turn out to be something rare a decade from now considering how few rolled off the assembly line before the Swedish automaker went belly-up. But we?re having a hard time believing that something from the final year of the Pontiac Aztek will ever count as having a ?collector car? in your garage.

The reality is that there are an awful lot of different products on the market, and plenty more used vehicles you can choose from.? So, if you were really interested in starting a hobby as a collector ? and didn?t have a seven-figure nest egg to tap ? where would you begin.

Luckily, we?ve got some friends in the right places, notably including McKeel Hagerty, the CEO of Hagerty Insurance, to lend some help.? Don?t bother to question his bona fides.? His firm is one of the largest in the business serving automotive collectors and that means he?s got the data to show what?s trending up.

Haggerty is out in Scottsdale, Arizona this weekend where he and thousands of other collectors and wannabes will be raising their paddles on bidding at a series of classic car events including the annual ?Barrett-Jackson Auction.? It?s an easy time to get auction fever, letting emotions overcome common sense ? something auctioneers are counting on as they work a crowd to fever pitch.

?It is easy to get caught up in all the high dollar sales that take place at auctions and wonder what interesting vehicles are still easily attainable,? Haggerty cautioned during a seminar on ?Emerging Collectibles.?

Experts caution that it takes some real homework to know when to bid and when to sit on your hands.? And one thing that helps is to know what the hot emerging segments are.? Here are three Haggerty highlights:

  • Classic Pick-Ups.? Traditionally, trucks were run til they rusted into the ground, but B. Mitchell Carlson, a panelist in the Emerging Collectibles seminar, asserted that, ?From Maine to San Diego, trucks are hot? with collectors;
  • Early Japanese Cars. A lot of the original Japanese imports ?were used up and thrown away,? said panelist Rob Sass, who laughed that for someone who can now find a well-preserved Honda S800 or early Toyota Celica, ?they are bringing tremendous money?;
  • If cars aren?t your thing, consider a classic motorcycle, a corner of the collector market that is rapidly heating up, according to motorcycle historian Paul Duchene.

?If you think cars are an emotional purchase, wait until you purchase a vintage bike,? he suggested.

One thing that seems to hold true, year-after-year, decade-after-decade, is that collectors tend to go after the vehicles they either drove or lusted for when they were young.? An event like the summer?s Pebble Beach Concours d?Elegance might still focus on vehicles from the pre-War golden era of coach building.? But the bulk of collectors have moved on to post-War and now the muscle car era.

If Hagerty is right, we could be in for yet another shift in the coming years.

After losing Horford, Hawks show surprising grit (AP)

ATLANTA ? When Al Horford tumbled to the court, his hopes of playing again this season all but snuffed out, everyone figured he'd take the Atlanta Hawks down with him.

Well, look who's in first place.

The Hawks (11-4) have won four straight since their All-Star center tore his left pectoral muscle, an injury that required surgery and will keep him out for most if not the entire rest of the season.

A talented but enigmatic team known for buckling under pressure, Atlanta has shown surprising grit and resolve in the wake of Horford's devastating injury.

Granted, all four wins have come at home, and three were against teams with losing records. Still, the Hawks have impressed by managing to hang together, led by Joe Johnson and Josh Smith.

Kodak's been in a bit of a financial bind lately, and has been exploring various options to maximize profitability and get its balance sheet back in the black. After recently filing actions against Apple and HTC in the International Trade Commission, Kodak's legal team now has Samsung in its sights. According to a press release, Kodak has filed a federal suit in the Western District of New York alleging that several Sammy slates are infringing five of Kodak's digital imaging patents. The patents in question claim various image capture and transmission technologies, from taking and sending images via email to transferring digital pictures over a cellular network. We haven't gotten a peek at the complaint just yet to see which devices allegedly run afoul of Kodak's IP, but you can find the five patents in question in the PR after the break.

European court: Cleric can't be deported from UK (AP)

LONDON ? An extremist cleric described as one of Europe's leading al-Qaida operatives should not be deported to face terrorism charges in Jordan because of the risk evidence obtained through torture would be used against him, Europe's highest court ruled Tuesday.

After a six-year legal battle, the European Court of Human Rights ruled that deporting Abu Qatada from Britain ? where he is in prison ? would "give rise to a flagrant denial of justice."

Abu Qatada ? whose real name is Omar Mahmoud Mohammed Othman ? is an extremist Muslim preacher from Jordan who has been described in both Spanish and British courts as a leading al-Qaida figure in Europe.

A Palestinian-Jordanian citizen, Abu Qatada arrived in Britain in 1993 and was detained in 2002 under anti-terrorism laws which at the time allowed suspected terrorists to be held in jail without charge.

Though Abu Qatada was released in 2005, when the unpopular law was overturned, he was kept under surveillance and arrested again within months, to be held pending his deportation to face terrorism charges in Jordan.

He was convicted in his absence in Jordan of terrorist offenses related to two alleged bomb plots in 1999 and 2000, and would face a retrial if deported there from Britain.

Although Abu Qatada has never faced criminal charges in Britain, authorities in the U.K. have accused him of advising militants and raising money for terrorist attacks. He "is a leading spiritual adviser with extensive links to, and influence over, extreme Islamists in the U.K. and overseas," prosecutors told a British court in 2007.

Britain's Home Secretary Theresa May said she was disappointed by the ruling and the government would consider appealing the European court's decision. It has a three-month window in which to make any appeal, the court said.

"This is not the end of the road," May said. She confirmed Abu Qatada would remain held in British prison custody while a decision is made.

May has not specified what Britain would do if it loses any appeal, though it is likely Abu Qatada would be freed from prison and monitored under a surveillance program which requires those suspected of involvement in terrorism, but not charged with any crime, to abide by a curfew and wear an electronic anklet.

Abu Qatada's lawyer, Gareth Peirce, said the European court had sent a clear message that it would be wrong to prosecute a suspect on "evidence emanating from torture."

Peirce said she hoped Britain would not appeal and that the U.K. had been wrong to press to have her client deported since 2005.

"The court's judgment of today is long, thoughtful and complex, and sets out important guidelines for Europe's member states on a number of difficult issues," she said. "It would indeed be disappointing if the implications of this judgment were not carefully and adequately digested and the United Kingdom were to continue a challenge which flies so directly in the face of internationally accepted standards."

Britain's Special Immigration Appeals Commission has previously been told Abu Qatada also was suspected of links to a bomb plot in Strasbourg, France, and to the raising of funds for terrorism in Chechnya.

In their ruling, the European judges based in Strasbourg said they did not accept Abu Qatada's claims that he would face ill treatment or torture at the hands of Jordanian authorities if sent there for trial, citing recent agreements between Jordan and the U.K.

But the judges warned that evidence in his case had been obtained by torturing his co-accused.

"The court found that torture was widespread in Jordan, as was the use of torture evidence by the Jordanian courts," the ruling said. "In relation to each of the two terrorist conspiracies ... the evidence of his involvement had been obtained by torturing one of his co-defendants."

Judges said evidence obtained through torture is illegal under international law and is also unreliable. The ruling said "there was a high probability that the incriminating evidence would be admitted ... and that it would be of considerable, perhaps decisive, importance."

Britain's highest court had ruled in 2009 that Abu Qatada should be deported to Jordan, despite fears over his potential mistreatment.

Human rights group Liberty urged the British government to make efforts to have Abu Qatada prosecuted in Britain.

"The court found that torture and evidence obtained that way is widespread" in Jordan, Shami Chakrabarti, the group's director, said in a statement. "So it is clear that, if Abu Qatada is to be tried for terrorism, this should happen in a British court without further delay."

British Prime Minister David Cameron will call for reform of the European court in a long-planned speech next week at the Strasbourg-based Council of Europe. He has frequently complained over the human rights court's rulings and said it had made him "physically ill" when Britain was ordered in 2010 to overturn a centuries-old law and allow prisoners to vote in national elections.

"We have been talking for some time about reform for the European Court of Human Rights," Cameron's spokesman Steve Field said following the Abu Qatada ruling. Field said the court's backlog of about 160,000 cases proved "something isn't working quite as it should be."

Cameron believes the court must focus on the most important cases "rather than essentially being a court of appeal for national judgments," the spokesman said.

AP Top 25: Syracuse stays on top for 6th week (AP)

Syracuse is a runaway No. 1 in The Associated Press' college basketball poll for the sixth straight week.

The Orange, one of three unbeatens entering play Monday, received 60 first-place votes from the 65-member national media panel.

Kentucky was second with four first-place votes, followed by undefeated Baylor, which got its first No. 1 vote this season.

Duke and Missouri moved up four places to fourth and fifth, while Ohio State, Kansas, North Carolina, Michigan State and Georgetown round out the top 10.

Unbeaten Murray State moved from No. 15 to No. 12.

Illinois moved in at No. 22. Saint Mary's, Calif. is No. 24, its first appearance this season.

Wahlberg says he wants to meet reputed mob boss

(AP) ? Mark Wahlberg says he's considering a jailhouse meeting with James "Whitey" Bulger, but victim's relatives are criticizing the actor's interest in the reputed former mob boss.

Bulger has reached out to Wahlberg, the actor told Boston's WAAF-FM radio Friday, and he speculated Bulger wants to give him rights to his story.

"He wants me to come down and visit him. Maybe he'll give me the exclusive rights to tell his story, 'cause he knows, you know, we can do it better than anybody else," Wahlberg said.

Wahlberg grew up in South Boston, also Bulger's home when he ran a local gang in the '70s, '80s and '90s while working as an FBI informant. Bulger, 82, is accused of participating in 19 murders before fleeing in 1995, allegedly after his FBI handler tipped him that an indictment was coming. He was caught in California last year after 16 years on the run.

Wahlberg said his "heart goes out" to loved ones of Bulger's victims, but the story has tremendous potential.

"If there's a story to be told there, and, you know, we can do it in the way we want in the way that we best see fit, then, you know, then it's certainly something that we would explore," he said.

Patricia Donahue, whose husband, Michael Donahue, was allegedly killed by Bulger during a hit on another man, said Saturday that's there nothing she can do to stop someone from making a movie. But, she said, she prays the filmmakers don't make Bulger a hero and "will portray him as he really is, the murderer that he is."

Donahue said she doubted Bulger would be honest with Wahlberg.

"The government can't get the truth out of him, nobody seems to be able to get the truth out of him, so why is he gonna to pour his heart out to Markie Wahlberg?" Donahue said.

But Wahlberg's local roots could help him sort through the lies, she added.

"He has a pretty good idea of who's who in this whole episode," she said.

Steven Davis, whose sister, Deborah Davis, was allegedly strangled by Bulger, told the Boston Herald that Bulger ruined "my whole family" and shouldn't be glamorized.

"I have a lot of respect for Mark (Wahlberg). I would hope that he would reach out to us, too," he said.

Phone messages left with Wahlberg's representatives at Leverage Management were not immediately returned Saturday.

A Massachusetts legislator, Sen. Stephen Brewer, has proposed a bill that allows only Bulger's victims to profit from his story.

Bulger is awaiting trial. A federal prosecutor said Wednesday at a status conference that he believes Bulger is trying to "manipulate the system" so he's never brought to trial for his role in the murders.

Bulger's lawyer said the volume of evidence he has received from prosecutors is "enormous" and he and other lawyers need more time to go through it, and noted that it generally takes 18-30 months for a murder case to go to trial in Massachusetts.

Another status conference in the case is scheduled for next month.

Gov't asks judge to stick with Demjanjuk ruling (AP)

CLEVELAND ? The government has asked a judge to stick with a decision denying convicted Nazi war criminal John Demjanjuk a chance to regain his U.S. citizenship, arguing that the retired autoworker is just trying to drag out the case.

Demjanjuk's appeal for reconsideration "rehashes old arguments" and "is nothing more than an effort to prolong this litigation by any means necessary," the government said in a filing Thursday night in U.S. District Court.

Demjanjuk, 91, who lived for many years in Seven Hills in suburban Cleveland, was convicted by a German court on more than 28,000 counts of accessory to murder. The court found he had worked as a guard at the Sobibor death camp in Nazi-occupied Poland.

He claims the government failed to disclose evidence including a 1985 secret FBI report uncovered by The Associated Press. The document indicated the FBI believed a Nazi ID card purportedly showing that he served as a death camp guard was a Soviet-made fake.

There was no immediate response Friday from Demjanjuk's attorney on the government filing opposing reconsideration. A message was left for his attorney seeking comment.

Last month Judge Dan Aaron Polster ruled against the citizenship bid and said Demjanjuk had lied about his whereabouts during World War II.

In a response to the original defense citizenship filing, the government included a recent affidavit from retired FBI agent Thomas Martin. He said the March 4, 1985 report written by him was based on speculation about a Soviet forgery, not any investigation.

Demjanjuk has been in poor health for years and has been in and out of a German hospital since his conviction.

Demjanjuk cannot leave Germany because he has no passport after being stripped of his U.S. citizenship ahead of his deportation to Germany in 2009. He could have gotten a U.S. passport if the denaturalization ruling had been overturned.

The Ukrainian-born Demjanjuk was a Soviet Red Army soldier captured by the Germans in 1942.

Anti-Bain hits on Romney may take root in SC race (AP)

BLUFFTON, S.C. ? South Carolina may be fertile ground for attacks on Mitt Romney's corporate takeover record.

The state has suffered a long string of shuttered textile plants and other workplaces. At 9.9 percent, it has one of the nation's highest unemployment rates. And like its fellow Deep South states, its Republican electorate has a disproportionate number of blue-collar workers and noncollege graduates.

That combination could make South Carolina a good test of efforts by former House Speaker Newt Gingrich and Texas Gov. Rick Perry to paint the GOP presidential front-runner as a heartless venture capitalist who fired workers while reaping big profits during his time at Bain Capital in the 1980s and `90s. Those attacks may be starting to resonate.

"I don't like it," said Rhonda Jones, 50, a Republican who showed up here Friday to see Perry at the Squat 'n 'Gobble cafe. The stay-at-home mom talked about how Romney's record at Bain "is what concerns me" and said she will vote for either Perry or Gingrich. Romney is a nonstarter.

"He was money-hungry himself," Jones said, adding that she knows several unemployed people. "He wasn't looking out for people."

South Carolina's Jan. 21 primary may mark the last real chance for his rivals to stop Romney's drive to the nomination.

President Barack Obama's aides have made it clear they will hammer Romney on Bain if he becomes the nominee. Obama won't try to win GOP-heavy South Carolina in November. But independent voters' reaction to the Bain-related attacks may give his campaign some hints of the issue's potency nationwide.

An array of conservative leaders and party officials are denouncing Gingrich and Perry for the Bain attacks, saying they sound like Democrats attacking free enterprise. Stung, the two candidates softened their criticisms in campaign stops throughout South Carolina this week.

But they didn't drop them altogether. And a well-financed group backing Gingrich is airing a foreboding TV ad here that shows displaced workers blaming Romney and Bain Capital for their job losses.

If enough GOP voters like Jones see it, Romney may face rougher sledding here than he did in Iowa and New Hampshire, says Merle Black of Emory University, who has written extensively on Southern politics.

"This is really going to be a challenge for him," Black said. When low-income and low-education Republicans hear the criticisms of Bain's record, he said, "it might repel them from Romney."

Generally speaking, Republicans are far more inclined than Democrats to accept capitalism's rough edges. These can include the so-called "creative destruction" of plant closings and fired workers in the drive for greater efficiency, which can lead to long-term growth and eventual hiring.

"Capitalism without failure isn't capitalism," said former Utah Gov. Jon Huntsman, another presidential hopeful, as he defended Romney's record at Bain this week.

Some Republicans who came to see Perry on Friday weren't bothered by Bain's mixed record of success and job growth with the companies it invested in.

"That's capitalism, as it should be," said Joe Belinske, 78, a retiree who splits his time between Ohio and South Carolina.

But there might be less tolerance of that view among some South Carolina Republicans.

Criticism of Bain's actions is chiefly aimed at blue-collar workers who live in fear of layoffs hitting themselves or their family. In many Northern and Midwestern states with significant union presence, that generally describes Democrats.

In the South, however, the long-running realignment of the two parties has moved millions of working-class whites into the GOP. In 1980 presidential exit polls, 49 percent of noncollege whites in the South said they were Democrats, while 29 percent were Republicans. In 2008, those numbers were almost reversed: 26 percent Democrats, 47 percent Republicans.

No other region saw such a dramatic shift. One reason involves race.

Southern whites from every income level began fleeing the Democratic Party in the 1960s, and now the realignment is virtually complete. The GOP is an overwhelmingly white party nationwide. In the Deep South, the Democratic Party is home to blacks and a comparatively small number of white liberals.

Romney, a multimillionaire former governor of Massachusetts, is fairly easy to caricature as a tycoon to blue-collar Republicans, Black said. "There might be some irritation with someone like Romney, who is not seen as on their side," he said.

Early in the week, Perry accused Romney of "vulture capitalism."

Romney notes that some companies thrived and expanded after Bain restructured them, a process that created jobs, rewarded investors and enriched Bain's executives. A Wall Street Journal examination concluded that most of Bain's profits during Romney's tenure came from 10 deals. Another 22 percent of Bain's reorganization targets, however, declared bankruptcy within eight years.

One not-so-rosy story took place in Gaffney, S.C. A photo frame factory owned by a Bain-controlled company closed in 1992, just four years after it opened.

The 100 jobs lost are small by national standards. But the episode brings a close-to-home feel to the anti-Romney ads on TV here.

Romney is responding with his own ad that says he helped create and run a company that invested in struggling businesses, expanded new ones, and rebuilt old ones, creating thousands of jobs.

Andrew Kohut, president of the Pew Research Center, says all candidates are eyeing "disaffected" voters, who may be even more important in the fall general election. Pew describes these voters as "financially stressed and cynical about politics. Most lean to the Republican Party," although they tend to support "increased government aid to the poor."

"They are wary of all institutions," Kohut said in an interview. "They're suspicious of fat cats."

That's the sentiment the pro-Gingrich group is trying to tap with the ad depicting Romney as a Wall Street tycoon who treats small towns as profit sources and little else.

Obama did comparatively well among these disaffected voters in 2008. But they swung heavily to the GOP in the 2010 mid-term elections.

Gingrich and Perry hope they will turn against Romney on Jan. 21. If Romney survives, then Democrats will try the Bain-bashing with a larger audience next fall.

Investing in Iraq requires patience, drinking tea ? The Currency ...

  • Iraq aims to attract $86 bln in investment by 2014
  • Takes more than a year to set up a business
  • Long-term investment, no quick returns

Foreign investors seeking a foothold in Iraq take heed: you?ll need a healthy dose of patience, a flexible schedule, and a love of tea.

Nearly nine years since the U.S.-led invasion that toppled dictator Saddam Hussein, Iraq remains a state-centric economy and, beyond oil, private businesses have yet to play a significant role in the rebuilding of the once thriving Middle East bread basket.

Infrastructure remains dilapidated after years of war and economic sanctions, and investment is needed to reform banking, build houses and roads and fix a chronic electricity shortage.

That means plenty of opportunities for investors, but foreign executives already on the ground say it can take more than a year to become operational in Iraq, where security is one of the most costly risks.

Taking the time to build relations with local partners is the key to success, they say.

?Nothing is fast in Iraq,? said Alan Morrell, vice president of American bottled water firm Oasis. ?We?re going to have to start with tea and relationship building and we may dance for three or four months if it?s a big deal. If it?s a simple deal, we might dance for two weeks, but we?re going to dance.?

Attracting foreign investment is essential to the rebuilding of Iraq and the OPEC-member state has already signed a series of contracts with oil majors to develop its vast oil reserves ? the fourth-biggest in the world.

Iraq set a goal to attract $86 billion in investment by 2014 under a five-year economic development plan. The infrastructure, housing and electricity sectors need the most development.

The National Investment Commission (NIC) was created in 2006 to facilitate the process for international firms. It offers ?one-stop? shopping, including help with visas, registering a company and housing and security for investors during a first visit.

NIC Chairman Sami al-Araji said dozens of companies contact him a month regarding business opportunities in Iraq.

LOCAL PARTNERS ESSENTIAL

Iraq?s market ? an educated populace of 30 million with big requirements after years of war and sitting on huge oil reserves ? is considered a potential gold mine in a weak global economy.

But risk factors ? corruption, security against an ongoing and lethal insurgency and lack of legal safeguards ? are high.

?I don?t know anywhere else in the world where it?s more essential (to have a local partner). There?s so much uncertainty, so many unknowns to be navigating,? said James Hogan, former chief executive of banking giant HSBC?s business in Iraq.

?Even before you navigate, you?ve got to understand the socio, economic, political drivers. And it is complex.?

A lack of clear regulation makes even a simple process like obtaining a visa an arduous task.

According to Araji, getting a 10-day single entry visa to Iraq should take 4-5 days and a six-month to one-year multiple entry visa about 10-14 days. Many foreign investors say it has often taken months to get visas for themselves or their workers.

Most businessmen say getting a good Iraqi lawyer should be the first step, especially to assist with licensing. The cost of a lawyer to facilitate registering a company can range from $1,000 to $40,000, investors say.

Some investors say the sheer number of different licences needed makes the process of starting a business lengthy. Each ministry operates separately and has different requirements.

?We admit that right now we have some difficulties time wise but we are in the process of trying to simplify it,? Araji said.

While the banking sector is undergoing reform with the help of the World Bank, Iraq remains a cash-driven society.

At the height of the war, it was common for businessmen to carry suitcases of cash into the country. Investors are now able to transfer money directly into bank accounts but some still use bags stuffed with greenbacks to pay for services.

?They?re not big bags, they?re very normal. Like the ones you get from the supermarket, just not transparent,? said Daniel Zamfiropol, Iraq branch manager for Romanian firm Octagon Contracting & Engineering.

?That?s the way you should carry (money). Don?t carry it in a nice bag ? low profile, that?s the key word.?

HIGH OPERATING COSTS

Security remains a primary concern nearly nine years after the U.S. invasion, with bombings a daily occurrence, and most foreign companies hire personal security teams.

Hogan said HSBC spends around $3,000-$6,000 a day on security. Ground Works Inc, an engineering, construction and logistics firm, said security for housing and business compounds can run at $14,000-$18,000 a month, while a local bodyguard costs $1,500 a month and a foreign guard $4,000 per month.

Electricity is intermittent and having a generator is a necessity. Businessmen say fuel for generators can cost around $3,000-$8,000 a month.

While high overheads, low initial returns and delays in licensing are frustrating, many investors say the steepest learning curve is understanding the culture.

?What we found is that Iraqis don?t appreciate a direct conversation of pressure associated with their performance. They would prefer patience and ongoing communication and relationship building,? Morrell said.

?In a Western culture, we?re used to going in and saying ?it?s your job, sort it (out), what?s the problem?? and demanding services. In this culture, that?s not what they?re looking for.?

Face-to-face communication is highly valued but telephone calls and text messages are also acceptable. Iraq did not have a mobile phone industry under Saddam and the sector has since boomed. E-mails, however, are rarely answered.

?I stopped relying on e-mails as a means of communication. Either they don?t get read, or even if they do get read, they might not necessarily generate a reply,? said Hogan.

So what are the essential rules for doing business in Iraq?

?Throw your timeline out the window, stick to your budget, and your plan needs to be able to be fluid,? Ground Works President Greg Holmes said.

Unemployment benefit applications jump to 399,000 (AP)

WASHINGTON ? Applications for weekly unemployment benefits spiked last week, largely because companies let go of thousands of workers after the holiday season.

Weekly applications rose by 24,000 to a seasonally adjusted 399,000, the Labor Department said Thursday. That's the highest level in six weeks.

Economists said such a jump is typical in early January and downplayed the increase. It followed three months of steady declines that brought applications to their lowest level in more than three years. And weekly unemployment claims have been below 400,000 in nine of the past 10 weeks.

That's a "clear indication that the pace of layoffs has slowed," said Steven Wood, chief economist at Insight Economics.

Applications typically soar in the first two weeks of the year. That's because many companies lay off temporary workers who were brought on to help during the holidays. The department tries to adjust for those patterns. But the task is difficult because the data can be volatile.

"We would not read too much into the rebound in initial jobless claims," Paul Dales, an economist at Capital Economics, said in a note to clients. "There (are) always problems in seasonally adjusting the weekly data around the turn of the year. As it stands at the moment, the trend in claims remains downwards."

The four-week average, which attempts to smooth such fluctuations, also rose, to 381,750. It had fallen in the previous week to a three-and-a-half-year low.

When applications drop below 375,000 ? consistently ? that generally signals hiring is strong enough to reduce the unemployment rate. Prior to last week's spike, applications had been below 375,000 for three of the past four weeks.

The unemployment rate fell in December to 8.5 percent, a three-year low. Employers added 200,000 net jobs, double November's 100,000 gain.

More people are receiving benefits. The total unemployment benefit rolls increased to 7.3 million in the week ending Dec. 24, the latest data available. That is 111,000 higher than the previous week.

The economy gained 1.6 million jobs last year, up from 940,000 in 2010. Economists forecast roughly 1.9 million more jobs will be added this year, according to a survey by The Associated Press.

Still, the job market has a long way to go before it recovers from the damage inflicted by the Great Recession, which wiped out 8.7 million jobs. There are still more than 13 million unemployed people in the United States. And millions more who have given up looking and are no longer counted among those out of work.

The pickup in hiring reflects greater economic growth. The economy will likely expand by more than 3 percent at an annual rate in the final three months of last year, economists expect. Rising consumer spending will likely power much of the gain. That would be a sharp improvement over the 1.8 percent growth in the July-September quarter.

Even so, economists worry that growth could slow in the first half of 2012. Europe is almost certain to fall into recession because of its financial troubles.

And wages didn't keep pace with inflation last year. So without more jobs and higher pay, consumers may have to cut back on spending. That could drag on growth this year. Consumer spending accounts for 70 percent of economic activity.

De acuerdo a los antecedentes, efectivos de la Brigada de Investigaci?n Criminal de La Pintana realizaban un patrullaje por la comuna y frente a una vivienda de Pasaje 3 Poniente observaron a un sujeto sospechoso, quien ante la presencia de la patrullera lanz? un banano hacia el patio del inmueble y en cuya acci?n cayeron unos papelillos.

Seg?n dijo el inspector Patricio Garc?a, "se procedi? al control de identidad del sujeto y quedaron al descubierto los papelillos con la droga. Se ingres? a la casa y en el dormitorio del hombre hab?an tres sacos harineros con marihuana, los que pesaron 45 kilos 707 gramos".

"Ellos dosificaban la sustancia il?cita y preparaban todo para su venta en el Litoral Central, aprovechando la ?poca estival, donde miles de personas llegan all? de vacaciones", dijo el oficial.

En el lugar fueron detenidos los hermanos Carlos Alberto y Graciela de las Mercedes Lemus Mu?oz, de 54 y 58 a?os, respectivamente, quienes registran antecedentes por infracci?n a la Ley de Control de Drogas.

Ambos ser?n llevados hasta el 15 Juzgado de Garant?a de Santiago, para la audiencia de control de detenci?n por tr?fico de drogas.

The bright planet, Venus, has been a brilliant "evening star" for a couple of months now, and will continue to grow brighter until it reaches its maximum on April 30. Meanwhile, dim Neptune has been moving along on the outer edge of the solar system.

Astronomers measure the brightness of objects in space using a scale called magnitude. On this scale, the lower an object's magnitude is, the brighter it appears in space. Objects with negative numbers (like Venus) are extremely bright.

On Friday, Venus will have a magnitude of ?4.03 while Neptune will be +7.95, a total difference of 11.98 magnitudes. What does that mean? A difference of 5 magnitudes on this logarithmic scale equates to 100 times difference in brightness, so a difference of 12 magnitudes amounts to about 100,000 times difference. So Venus will be 100,000 times brighter than Neptune.

Very interesting on paper, but can you actually see this event in the sky?

For that you need some planetarium software. The time of conjunction is 0700 UT (or GMT); that's 2 a.m. in EST, and Venus would have set long before. [January 2012 Skywatching Events]

The sky map accompanying this story shows the positions of Venus and Neptune as they will appear on Friday.

Check your planetarium software (if you have it) around 7 p.m. on Thursday or Friday (Jan. 12 and 13), the dates on either side of the event, to see which will give the closest distance between Venus and Neptune. On Jan. 12, they will be 1 degree 20 arc minutes apart, and on Jan. 13 the separation will be about 1 degree 9 arc minutes, so Jan. 13 will be the better date.

As a reminder, your closed fist held out at arm's length covers about 10 degrees of the night sky, so Venus and Neptune will appear substantially closer than your fist.

Now the challenge is to find the best time to observe the event.

You will need a low western horizon. Neptune will be very faint, around 8th magnitude, so you need a time late enough that it will be visible, but not so late that it will be too low in the sky.

The scientific way is to check the altitude of the sun: ?6 degrees is the end of civil twilight, ?12 degrees is the end of nautical twilight, and ?18 degrees is the end of astronomical twilight, the one we want here. At my location, the Sun will reach ?18 degrees altitude at 6:46 p.m.

All the indications are that the optimum time to observe this close conjunction of bright and faint will be around 6:45 p.m. on Jan. 13 for my location. In this case, your mileage will definitely vary, because twilight is very sensitive to the observer's location.

So, you will need to use yourplanetarium software to find the optimum time for your location. It will be interesting to see how it varies from one place to another.
