UK News: President Morsi pledges 'new Egypt'

Islamist Mohammed Morsi has promised a "new Egypt" as he took the oath of office to become the country's first freely elected president, succeeding Hosni Mubarak who was ousted 16 months ago.

At his inauguration before the Supreme Constitutional Court in Cairo, the 60-year-old also became the Arab world's first freely elected Islamist president and Egypt's fifth head of state since the overthrow of the monarchy some 60 years ago.

He took the oath before 18 black-robed judges in the Nile-side courthouse built to resemble an ancient Egyptian temple.

"We aspire to a better tomorrow, a new Egypt and a second republic," Mr Morsi said during a solemn ceremony shown live on state television.

"Today, the Egyptian people laid the foundation of a new life - absolute freedom, a genuine democracy and stability," said Mr Morsi, a US-trained engineer from the Muslim Brotherhood, a fundamentalist group that has spent most of the 84 years since its inception as an outlawed organisation harshly targeted by successive governments.

Hundreds of soldiers and policemen guarded the building as Mr Morsi arrived in a small motorcade.

Several hundred supporters gathered outside the court to cheer the new president.

In a departure from the presidential pomp of the Mubarak years, traffic was only briefly halted to allow his motorcade through on the usually busy road linking the city centre with its southern suburbs.

Mr Morsi's inauguration signals a personal triumph. He was not the Brotherhood's first choice as president, and was thrown into the presidential race when the group's original candidate, chief strategist and financier Khairat el-Shater, was disqualified over a Mubarak-era criminal conviction.

Derided as the Brotherhood's uncharismatic "spare tyre", his personal prestige has surged since his victory and a speech yesterday which tried to present him as a candidate not just of Islamists but of all those who want to complete the work of the 2011 uprising against the authoritarian Mubarak.

Ban cites Blue Line violations by Israel, Lebanon

BEIRUT: Ban Ki-moon?s latest report on the implementation of Security Council Resolution 1701 highlights the increase in cross-border tension between Lebanon and Syria, according to an advance copy obtained by The Daily Star.

It notes that several ?Palestinian commemoration? events in March, May and June passed peacefully, after deadly incidents in recent years.

The report blames the Israeli army for continued violations of Lebanese sovereignty, including the occupation of part of the village of Ghajar, while citing a ?noticeable increase in ground violations of the Blue Line? by Lebanese civilians, some of which were by shepherds in the area.

Ban said UNIFIL-led liaison efforts managed to contain the tension.

The report says the U.N. was unable to verify Israeli accusations of arms transfers to Hezbollah across the Lebanese-Syrian border, but mentions ?substantiated? information of arms-trafficking from Lebanon to Syria.

It cites two incidents, foiled by the Lebanese authorities, of weapons shipments destined for Syrian rebels.

Ban called for a ?comprehensive strategy for the management of Lebanon?s land borders,? which has yet to be endorsed by Beirut.

During the period of the report, ?no steps? were taken by Syria or Lebanon toward implementing the Security Council resolution on delineating their common border.

Resolution 1701 was issued at the conclusion of Israel?s July 2006 war against Lebanon. Ban?s report said Lebanon and Israel remain committed to the resolution, while being ?unable to make further progress on the implementation of their respective outstanding obligations.? The report cites no progress on the disputed Shebaa Farms region or Israel?s promised withdrawal from Ghajar.

India's Current Account Deficit At Record High; IIP Statement Shows Increase In Net Liabilities To $248B

India's current account deficit deteriorated to a record high of 4.5 percent of the GDP or $21.7 billion - a level seen for the first time in 20 years - for the quarter ending March 2012, data released by the Reserve Bank of India show. ?

Posing new difficulties for the struggling economy and the government, the current account deficit-difference between imports and exports reached 4.5 percent of the GDP and more than tripled when compared to the 1.3 percent for the same period in the previous year.

The current deficit is worse than that recorded in 1991, at 3 percent, during one of its worst Balance of Payments (BoP) crisis in the recent history. ?

The decline in exports due to low global demand, as an offshoot of the euro zone crisis along with high imports, has led to the current crisis. The high imports of crude and gold weighed heavily in the current account deficit, accounting for more than 45 percent of the total imports during the year.

In the year 2011-2012, the growth in exports slumped to 23.6 percent from the 37.5 percent recorded last year while imports registered a growth rate of 31.1 percent from that of 26.7 percent in the previous year.

"The stress witnessed in India's Balance of Payments (BoP) in the third quarter continued during the fourth quarter of 2011-12 as well due to large increase in imports," said the RBI in a statement.

Meanwhile, India's external debt at the end of March 2012 was at US$345.8 billion (20.0 percent of GDP), recording an increase of US$39.9 billion or 13.0 percent over that at the end of March 2011, on account of a significant increase in commercial borrowings, short-term trade credits and rupee-denominated non-resident Indian deposits, the RBI said.

The country's long-term debt at US$ 267.6 billion and short-term debt at US$ 78.2 billion accounted for 77.4 percent and 22.6 percent, respectively, of the total external debt as of end-March 2012. The Banking regulator said that India's foreign exchange reserves provided a cover of 85.1 percent to the external debt stock at the end of March 2012 as compared with 99.6 percent cover as at the end of March 2011.

?International Investment Position (IIP) for March 2012

India's net IIP, the difference between an economy's external financial assets and liabilities, showed an increase in the net liabilities to US$244.8 billion at the end of March 2012 from US$204.8 billion at?the end of December 2011.

"This rise in net liabilities by US $ 40.0 billion was mainly on account of US $ 45.5 billion increase in liabilities, partially offset by an increase in assets of US $ 5.5 billion," said the RBI.

The data released from the RBI said that the "international financial liabilities widened by US$ 45.5 billion over the previous quarter to US$ 682.0 billion as at end-March 2012 while direct and portfolio investments in India increased by US$ 15.7 billion and US$ 19.2 billion, respectively."

The planet's timekeepers are adding an extra second to the clock at midnight universal time Saturday night. And if you blink, you just might miss it.

The so-called leap second is needed to synchronize the world's official atomic clocks, said John Lowe, who heads the time and frequency services group at the National Institute of Standards and Technology.

The reason? Earth is spinning just a bit slowly. The time it takes Earth to rotate on its axis -- which is the definition of a day -- is now about two milliseconds longer than it was 100 years ago, said Geoff Chester, spokesman at the U.S. Naval Observatory, in an interview with the Associated Press. Over the course of a year, that adds up to nearly three-quarters of a second.

A second might not seem like much, Lowe said in an interview with the Los Angeles Times. "But if you allow that accumulation to go on, it starts to become apparent." The seconds would stack up and "sunrise" would eventually take place at sunset. And "spring" would arrive in the dead of winter, Lowe said.

"Soon you'd have an obvious problem," he said.

It's up to the International Earth Rotation and Reference Systems Service to coordinate such leap seconds, and such coordination typically takes place in either June or December. Hence, this weekend's skip: Universal time will be 11:59:59 and then the rarely seen 11:59:60 before the clocks strike midnight.

When we asked Lowe what he planned to do with his extra second, he chuckled in a way that made it clear that A) he's heard that joke 1,000 times and B) it wasn't funny the first 999 times.

"I am going to observe it by making sure that all our broadcast services take effect," he said.
